보육전자바우처제도의 효과성에 관한 연구

Abstract

This research is to select child care service as research subject which is one of important social services and currently delivered through electronic voucher system and explain effect of choice from service subjects of electronic voucher and effect on service quality and satisfaction. To do this, measuring effects of choice service, I would like to introduce effective points to deliver social service more effectively. This research was conducted based on literature study and survey to achieve objective. First, in literature study, voucher-related specialty books, papers, reports and statics were referred and the most important element of effect to voucher system was studied. Second, related to efficiency variables of voucher system, I selected four effects that are expected according to four characteristic policies. I made causality model based on introduced policy effects from policy means theory. The model was explained regarding effect on accountability, upright and transparency, the efficiency variables and effect on service quality and satisfaction which are ultimate effect element of child care electronic voucher, as expected element of child care electronic voucher with service subjects' choice and competition. Also, the route model what how this above result can affect was analyzed. Third, in this research, to verify the causality model, with subjects who work for child care facilities in Gwangju, sampling was abstracted and survey was conducted. The sampling was conducted in both quota sampling and random choice with total 304 survey papers. The place range of this research is city of Gwangju and the analysis unit is workers in day care facilities. Fourth, to analyze collected materials, ‘SPSS 17.0 statistics package’ was utilized and examination of measuring tools, difference analysis for each characters and analysis of variables relations were conducted. With ‘Lisrel 8.30 statistics package', causality model and research hypothesis were verified and route model was analyzed. The result of this research is as follows : First, as choice is higher, competition, accountability, upright and transparency were also higher. Second, as competition is higher, accountability and upright were higher. It does not affect to transparency and quality of service. Third, as accountability is higher, quality of service was higher and it does not affect to satisfaction. Fourth, as upright is higher, quality of service was also higher and it does not affect to satisfaction. Fifth, as transparency is higher, quality of service was higher according to result. It was shown that it does not affect to satisfaction. Sixth, as quality of service is higher, satisfaction was also higher. As a result, subjects' choice affects to competition, accountability, upright and transparency which are policy efficiency and the policy efficiency affects to quality of service and satisfaction. In other words, as chice is higher, child care electronic voucher system's efficiency becomes higher. Thus, the government should figure out method to develop and activate a variety of providers for desire of subjects to make choice high.
