Abstract

A Study on the plan of Operational Arms Control on the Korean Peninsula

Exchange and cooperation between South and North Korea since the 6.15 Summit Talks have had a remarkable progress, but the cold war system is still maintained in a military aspect. To develop a true peace system on the Korean peninsula, we need a measure to mitigate military opposition that has been maintained for half a century. In this context, arms control is a necessary task for our security. However, we should note that hasty arms control while weapons of mass destruction (WMD) are maintained leads us to be caught by North Korea's disguised tactic of armed revolution and communized unification. Therefore, arms control under the condition that peace regime has not been completely settled should focus on 'operational arms control’. For this operational arms control on the Korean peninsula, it is more efficient to approach from a view of military confidence building. The main reason why there has been no progress in military confidence building so far lies in the poverty of intention rather than absence of measures. Therefore, we should find how to develop CBMs which North Korea can accept and can change the intention of North Korea. And the intention should be promoted gradually and stepwise in that it is hard to change it in a moment. However, with such military confidence building alone, military opposition between South and North Korea can not be completely resolved. To mitigate the military opposition between us, we should operate specific arms control zone as an example, centering on the DMZ, along with the military confidence building. It is desirable to designate Eastern area as an example of an arms control zone. Through development of international tourism attractions that connect Mt. Kumkang to Mt. Seolak within the zone, economic profits can be provided for North Korea, which is designed to lead North Korea to accept agreements between us. And all the armed forces of South and North Korea should be removed from the DMZ of the specific arms control zone, the UNEF should be arranged. And it can become a symbolic place of international peace through management of international conferences and a meeting center for displaced families. If this kind of arms control zone were to be successful in the eastern coastal area, it should be expanded to the central and western areas so that the whole DMZ can play the role of a buffer zone. Such ‘Arms Control Zone’may be proposed in the process of peace regime building at the Six-party Talks. However, South and North Korea should be the leaders of it in that future peaceful unification should be pursued and neighboring countries should be positive assistants. It is not impossible for arms control to be realized on the Korean peninsula. A historical fact that NATO and WTO which were opposite were successful in arms reduction based on CMBs and CFE through the Helsinki Final Act-Stockholm Agreement -Vienna Documents so that a peace regime could be settled is giving us many suggestions to the peace in Korean peninsular. As efforts to settle peace on the Korean peninsula are visualized in the future, 'the era of arms control on the Korean peninsula' will be open. For settlement of peach regime out of cold war suffering, arms control must be realized. Therefore, our people can strive for economic development and welfare improvement without fear of war. Successful management of operation arms control on the Korean peninsula will provide a chance of structural arms control for Northeast Asia where armament race is intensifying.
