구강보건센터에 근무하는 치과위생사의 사업 평가

Abstract

본 연구는 구강보건센터에서 수행하는 구강보건사업의 평가지표를 개발하고 개발된 평가지표를 활용함으로써 구강보건센터와 보건(지)소를 비교 분석하여 구강보건센터의 문제점을 파악하고 개선방안을 제시하고자 한다.

연구의 대상은 2008년 10월 현재 개소되어 운영되고 있는 광주 서구, 울산 동구, 강원 강릉시, 전북 전주시, 경남 진주시, 경기 화성시, 경북 포항 북구 등 7곳의 구강보건센터에서 사업을 수행하고 있는 치과위생사 34명을 대상으로 자기기입식을 통해 우편설문조사를 실시하여 32부(회수율 94%)를 회수하였다. 보건(지)소는 2008년도 10월 16일 보건회 직무교육에 참석한 보건(지)소 치과위생사 149명중에서 구강보건센터 근무자를 제외하고 설문지에 응답해준 55명의 설문지를 구강보건센터와 비교, 분석한 결과 결론은 다음과 같다.

1. 영역별평가비교에서 구조영역은 0.78, 과정영역은 0.62, 결과영역은 0.60 정도 보건(지)소에 비해 구강보건센터가 각각 높게 나타났다(p<0.001). 2. 구조영역 중에서 사업수행 필요인력은 구강보건센터에서는 2.56, 보건(지)소는 1.96으로 분석되었다. 3. 과정영역 중에서 연계자원의 활용도는 구강보건센터가 3.47, 보건(지)소가 2.96, 연계자원의 참여도는 구강보건센터가 3.31, 보건(지)소가 3.09로 분석되었다. 4. 결과영역 중에서 본인이 수행하는 사업량이 구강보건센터와 보건(지)소가 각각 2.84정도로 비슷하게 분석되었다. 5. 구강보건센터는 17세 이하 아동, 65세 이상 노인, 장애인대상의 구강건강관리프로그램 활용이 효율적으로 운영되고 있는 것으로 분석되었다.

이상의 결과에서 지역사회 구강보건의료서비스 불평등계층의 효율적인 구강건강관리를 위해서 구강보건사업 평가체계가 주기적으로 시행되어야 한다.|Objectives:The process of performing the oral health program is compared and analyzed by sphere between the oral health center and the public health center. The characteristics in oral health center are grasped. And, the improvements and supplements in oral health center are suggested. Thus, its results are applied to developing the evaluation index. Material and methods : The research targeted 34 dental hygienists who are performing the program at 7 oral health centers such as Seo-gu in Gwangju, Dong-gu in Ulsan, Gangneung city in Gangwon, Jeonju city in Jeonbuk, Jinju city in Gyeongnam, and Hwaseong city in Gyeonggi where are being opened and operated as of 2008. Through the self-administered, the questionnaire mail survey was carried out. And, 32 copies(94% in the collection ratio) were gathered. The public health center was analyzed by collecting copies of 55 persons who responded to questionnaire among dental hygienists for the public health center, who participated in the job education for the public health association on October 16, 2008. Results : 1. In regard to dental hygienist performance by category, the dental hygienists who worked at oral health centers got approximately 0.78, 0.62 and 0.60 higher scores than the public health center dental hygienists in the categories of structure, process and output respectively (p<0.001). 2. Concerning the number of personnels required for project execution in the structural category, the oral health centers were in want of 2.56 personnels, and the public health centers needed 1.96 personnels. 3. As for the level of utilizing associated resources in the process category, the oral health centers and public health centers got 3.47 and 2.96 respectively. Regarding the participation level of associated resources, the oral health centers and public health centers got 3.31 and 3.09 respectively. 4. In the output category, the number of projects fulfilled by the dental hygienists was similar in the oral health centers and public health centers, as both groups got about 2.84. 5. The oral health centers provided oral health care programs to children under 17, senior citizens and the disabled in an efficient manner.

In conclusion : The above-mentioned findings suggest that the evaluation of oral health projects that cater to disadvantaged classes in terms of oral health services should be implemented on a regular basis.
