Abstract
Parents of students sometimes start a campaign against watching television which is a kind of consumers' strike to protect their children from the dysfunction of television. Because the refusal movement against watching television by parents is based on the critical consciousness of media, it can be called a kind of media education. However, as the media education has the purpose to accept the television which takes the greatest part of our life more actively and positively, and to utilize it creatively rather than the movement not to watch television, if parents understand and accept the media education properly, the attitude for children to watch television also will be changed and furthermore the role as a kind of pro-sumer who participates in the program manufacturing process as a variety of forms will be carried out.
In addition if manufacturers understand and participate in the media education properly, as they will accept the sound critical consciousness of televiewers willingly in planing and manufacturing process and recognize the viewers as the partners of the program manufacturing process, not as simply consumers of the program, they will not be consumed in the low level of program competition. Besides, the quality of a program will be able to be changed according as how much both groups of parents and manufacturers understand the attitude of the other parties' media education properly, and futhermore it will be the basis to substantiate and realize the discussion of public education on the media.
The result of this research appeared that the recognition rate on the media education of both groups was the average level, but the recognition rate on the importance of media education and the will to participate in it was more than average. Also, as there is the prospect that the dysfunction of broadcasting may be improved fairly by the enforcement of media education, we can see two groups have the affirmative awareness about media education.
On the other hand, there was the difference of considerable co-orientation about the media education between manufacturers' group and parents' group. Manufacturers' group showed the relative elitism by thinking that parents do not know the media education well unlike them, and we can know that manufacturers by this consciousness do not escape from the temptation that wants to manufacture the program to draw viewer's eyes as the top priority, with viewer's selective view ability or wholesome criticism consciousness ignored.
In the difference of co-orientation about the importance of the media education, it appeared that the degree of actual cognition on the importance of the media education was lower than the guess of manufacturers' group.
This is the result that is contradictory with high eagerness of education. It shows that the children's education in the society centered on academic clique lays stress only on the entrance examination and also the importance of the media education is being overlooked, because the current media education is recognized as having nothing to do with the entrance examination by not being selected as a regular subject.
On the whole, manufacturers' group and parents' group thought that the media education needs, but conversely it appeared that the opinion of sexual nature, violent nature and commercial nature to be improved was relatively low, which can be interpreted as the result of proving that various kinds of media education having been carried out by the civic society organizations did not have the influence on the quality improvement of the actual programs.
Among them, in the prospect for the commercial nature improvement of programs, it appeared that parents' group was much lower than manufacturers' group, which might suggest that the directional establishment of media education needs to focus on the improvement about commercial nature of program.
Unlike the advanced country such as the Britain which makes the media education public education, our country did not realize the public education of the media education and has continuously debated among teachers and scholars. Also, the opinion of parents keeping children or teenagers who receive the biggest effect from the field media manufacturers and the media that is the most important part in the process of the controversy is not reflected properly.
Therefore, the most urgent assignment to protect children and young people from the dysfunction of broadcast and to bring about the sound development of media industry is, first of all, to make narrow of the difference of recognition between media producer group and consumer group and to find out the proper direction of media education by reflecting the opinion of media producers and parents properly.
