Abstract
This Study was conducted on privatizing the Water Supply Industry in Korea. Water supply service has been operated by local autonomous and public entities. But in future, Water supply service is forecast to come under private management. Privatizing the water business is deemed to be a long-term plan. A number of multinational water business are already showing trends of quick expansion in developing national markets through direct investment. Even in Korea, such firms are rapidly expanding, which makes water privatization of the water all the more sensible.
So far, basic services in water and sanitation are managed and delivered by public authorities, yet their management is considered inefficient and ineffective. Service delivery, especially in developing countries, emphasizes the supply side, but unfortunately reaches only a limited group of beneficiaries. Government subsidies are not able to support public agencies to operate and maintain their assets independently for service improvement and sustainability.
Thus it is necessary to promote a new approach by strengthening the role of private sector in service provision. A private sector development strategy increases the efficiency and the effectivity in Water and Drainage business. This study is convinced that private sector participation in provision is the best choice for delivery of infrastructure and social service. This study was forced on discussing competition and regulation in water supply. In fact, it is very important that we have some bases and standards to manage competition and regulation in water supply business. And we will have to build a system on competition and regulation. In many cases, privatization has also failed to provide good, quality service and is less effective than public service. In case private water supplies are regulated by local government authority under the Water Supply Regulation, they are going to provide the same water quality standards as those for public drinking water supplies. Safe drinking water is essential to good health. Private water supplies can pose a threat to health unless they are properly protected and treated. So we must build a good-working system on regulation. Privatization may be not only more effective than public service, but could also serve social goals like equity and protecting the of people. Above all things, a rational management of competition and a efficient regulation are needed in Water Supply Industry.
