Abstract

Korea designated there Free Economic Zones(FEZs) which will serve as"growth engine and windows" to attract foreign investment and technology. Despite certain present and potential difficulties and problems, the process of opening and promoting foreign investment of FEZs in Korea has been proceeding very well and will likely continue to do so in the future. FEZs appears destined to become a distinct new "economic area and this status will add more fuel to the continuing process of Korea's economic development. It is unusual to establish special economic zones for the industrialized countries such as Korea. Accordingly, policy makers of FEZs should provide some information of the unique characteristics of FEZs and alternatives of current problems. The purpose of this article is to suggest some ideas related to the certain issues which FEZs have. An investor who has made the decision to invest in a given area of Korea's FEZs will have to consider some basic issues, including the availability of real property for business uses, the nature and availability of labor, the type of government approval that is required, and the procedure to obtain it, whether any preferential tax regime is applicable. In this context, it is helpful to compare and contrast the systems and investment environment in China's SEZs and Pudong with that of Korea's FEZs. China's five SEZs and Pudong has been successful in achieving economic development of China. Together, they have taken on a leading role in the process of economic reform and in the further development of the open-door policy, which has become wider. In fact, many observers attribute much of the success of China's economic reform and its exciting economic development to the achievements of the SEZs and Pudong. This article discusses and analyzes some of the most important systems and regulations of China's SEZs and Pudong that are applicable in FEZs, and the issues that have arisen as a result of those regulations. And it concludes with some suggestions and observations that are germane to the success of FEZs.
