중학교 스포츠강사에 대한 구조화 분석

Abstract

The purpose of this study was to investigate the increasing demands for employment stability and treatment of non-regular school instructor occupations in G Metropolitan City and Jeollanam-do Middle School. The purpose of this study is to present basic data and realistic policy directions for future improvement plans through the survey on the employment and system of school instructors. In order to investigate the perception of the members, I visited the unit school and interviewed the physical education teachers. The interview was conducted for one month in July 2018, and an in-depth interview was conducted with a total of six people. The main issues of regular teachers and school officials derived through in-depth interviews were job security and treatment of instructor occupations. Assessing the ability and quality of instructors to teach students, budgeting for school sports clubs at government level for effective sports club activities, It was suggested to establish various systems for the activation of school sports club activities, such as reflection on career and college entrance. First, there are major revisions to administrative and policy reinforcement, such as securing the budget, changing the arms contract position for the instructor sports instructor, or changing the educational public position. Starting from 10 to 20 sports instructors in 2008, it was a big hit in 2013 and hired more than 100 people, but now it has been reduced to 50. This is a reality where the budget for sports instructors is very low and the population of sports instructors must be increased for better teaching quality. In addition, sports instructors are new jobs created by job creation and are hired as contract workers, which puts them in jeopardy every year. In this situation, sports instructors increase job insecurity and job insecurity, which can affect job satisfaction and quality of instruction. Therefore, a rational improvement plan such as employment stability through the contract of arms and the transition to public service is needed. Second, institutional support measures include reflecting the career and academic system of sports club activities, and expanding the facilities such as classrooms, equipment, and tools. There are still many students and parents who feel that the major subjects in Korea, English, and Sue are important, and that sports activities are a waste of time. In addition, sports club activities are receiving more enthusiasm because they have no experience in school records. For this reason, awards and participation events through sports club activities should remain in the history and be reflected in the career and college system, and should be introduced in the university entrance system. In addition, school sports activities are conducted at the same time and in the same place as other sports, which affects the class a lot. In addition, as the number of students per sports instructor is large, there is a lack of equipment and class tools necessary for the class, so some students are waiting and some students are participating. Therefore, the expansion of facilities, such as separate places and lacking teaching equipment and tools, should be improved for each event. Third, there are ways to improve the instructor's work, such as their own teaching methods, curriculum planning, and reinforcement of their leadership capacity through training activities. Sports instructors are expected to teach various sports and develop sports club activities so that students can participate with interest.To do this, you need to create your own teaching methods and course plans so that students can experience a variety of sports activities. In addition, various trainings are underway to revitalize school sports and strengthen leadership skills. Through these trainings, students will have to learn their teaching techniques and instructional know-how to strengthen their competences and make quality lessons.|본 연구는 G광역시 및 전라남도 중학교 내 비정규 형태의 학교강사 직종의 고용안정 및 처우개선 등 다양한 요구가 증가함에 따라 학교 강사의 고용 및 제도에 대한 실태조사를 통해 향후 개선 방안을 위한 기초자료와 현실적인 정책방향을 제시하는데 그 목적을 두었다 . 성원의 인식을 조사하기 위하여 단위 학교를 직접 방문하여 학교 체육 선생님을 대상으로 면담을 하였다. 면담은 2018년 7월 한 달 동안 시행되었으며, 총 6명을 대상으로 심층면담을 시행하였다. 심층면담을 통해 도출된 정규교사 및 학교 관계자 별 주요 이슈를 살펴보면 강사 직종에 대한 고용보장, 처우개선 등이 있었으며 학생들을 가르치기 위한 강사의 능력 및 자질 평가, 효과적인 스포츠클럽 활동을 위해 정부 차원에서의 학교스포츠클럽에 대한 예산 구축, 진로·진학에 반영 등 학교스포츠클럽 활동의 활성화를 위한 다양한 시스템 구축을 건의하였다. 첫째, 행정 및 정책 강화 방안에서는 크게 예산확보, 계약직 스포츠강사들을 위한 무기 계약직 전환 또는 교육 공무직 전환의 개정이 있다. 2008년 10~20명의 스포츠 강사를 시작으로 2013년에는 크게 히트를 쳐 100명 이상까지 고용을 하였지만 현재는 다시 50여명으로 축소되었다. 이는 스포츠강사직에 대한 예산이 많이 부족한 현실이며 더 좋은 수업의 질을 위해 스포츠강사 인구를 증가시켜야 한다. 또한 스포츠강사는 일자리 창출로 만들어진 신규직종으로 계약직으로 고용되며 이로 인해 매년 위태로운 계약상태에 놓여있다. 이러한 상황으로 스포츠강사들은 직무불안정성과 직무불안감이 높아지고 그로 인해 직무만족 및 수업의 질에도 영향을 미칠 수가 있다. 따라서 무기 계약직을 통한 고용안정 및 교육 공무직 전환 등 합리적인 개선방안이 필요하다. 둘째, 제도적 지원 방안에는 스포츠클럽 활동의 진로·진학 시스템 반영, 수업장소, 장비 및 도구 등 시설확충이다. 아직까지도 우리나라는 국, 영, 수 등 입시에 중요한 주요 과목들의 비중이 더 크며 체육활동은 시간 낭비라고 느끼는 학생 및 학부모들이 많다. 또한 스포츠클럽활동은 학교생활 기록부 등 그 어디에도 경력이 남지 않기 때문에 더더욱 천대받는 실정이다. 이러한 이유로 스포츠 클럽활동을 통한 수상경력, 참여종목 등이 이력에 남아 진로·진학 시스템에 반영되어 대학입시 제도에도 반영이 되도록 도입을 해야 한다. 또한 학교스포츠 활동은 다른 여러 종목들과 같은 시간, 같은 장소에 이루어지다 보니 수업에 영향을 많이 끼친다. 그리고 스포츠 강사 1인 당 맡은 학생 수가 많다 보니 수업시간에 필요한 장비와 수업 도구 등이 부족하여 어떤 학생은 기다리고 어떤 학생은 참여하기 때문에 학생들의 수업 참여도 및 집중도도 떨어진다. 따라서 각 종목마다 분리된 장소, 부족함 없는 수업 장비와 도구 등 시설 확충이 개선되어야 할 것이다. 셋째, 강사 업무 개선 방안으로 자신만의 수업 방법 및 수업 과정 계획, 연수활동을 통한 지도자 역량 강화 등이 있다. 스포츠 강사들은 학생들이 흥미를 가지고 참여할 수 있도록 다양한 종목을 강습하고 스포츠클럽 활동을 전개해 나가야 한다. 그러기 위해서는 본인의 수업 방법 및 수업 과정 계획을 만들어 학생들에게 다양한 스포츠 활동을 경험할 수 있도록 만들어 주어야 한다. 또한 현재 학교스포츠 활성화와 지도자 역량을 강화하기 위해 다양한 연수가 진행되고 있다. 이러한 연수들을 통해 수업기법, 지도 노하우 등을 익혀 자신의 역량을 강화시키고 질적으로 영양가 있는 수업을 만들도록 노력해야 할 것이다.
