Abstract
Korean disability-related anti-discrimination law regulates that the websites of municipal and provincial Education Offices be accessible to people with disabilities. The purpose of this study was to compare the results of automatic and manual evaluations on the accessibility of websites for 16 municipal and provincial Education Offices. Five web pages of the website for each Office were selected for evaluating the web accessibility. K-Wah 3.0 was used for automatic evaluation. The instrument for manual evaluation consisted of eight items and 24 sub-items, designed to be consistent with KWCAG 1.0, KWCAG 2.0, and K-WAH 3.0. Manual evaluations were conducted by two experts for each municipal and provincial Education Offices.
Firstly, the automatic evaluations revealed that the mean rate of conformity with web accessibility guidelines among 16 municipal and provincial Education Offices was 95.77 (perceivability 99.31, operability 97.05, understandability 92.31, and robustness 94.40). This indicates that seven of 16 municipal and provincial Education Offices abide by the web accessibility guidelines.
Secondly, manual evaluations revealed that the mean rate of conformity with web accessibility guidelines was 90.3 (perceivability 95.42, operability 93.03, understandability 86.06, and robustness 86.67). This indicates that only three of 16 municipal and provincial Education Offices abide by the web accessibility guidelines.
Lastly, the comparison between automatic and manual evaluations revealed that the scores from automatic evaluations were higher than those from manual evaluations for each principle. Dependent-sample t-test results showed statistically significant differences in four items, respectively, between two types of evaluations. This indicates that the accessibility of web sites should be evaluated with an automatic tool (a software) as well as directly by experts.
