- Abstract
- In Korea, the school unit responsible management, introduced as the link of the educational reform by the request of the sudden change of the strengthening of national competitiveness and 21C society, the educational reform committee suggested to a president, and the school operating committee was expanded from 2 terms through the model school process of execution on May 31, in 1995.
But, an itself was not self-regulated, it the school operating committee made of the top-down of the administration putting. And many problems is raised due to a situation, by the discussion and debate culture in which it is realistically reasonable is not properly settled.
In this research, the preceding study about the school operating committee of a meantime, was analyzed and we studied. And a problem is drawn through the intensive interview between the region board member and the executive secretaries and the access is attempted. The improvement plan like the next is presented so that the school operating committee keeps the purport alive in the future and the educational reform in which it is suitable to a region and actual situation of school can be accomplished.
first, it is the representativeness establishment problem of Hakun board members. Because board members are formally representative of each population but it is actually active as the Hakun board member in the personal, the representativeness of the total group in which a self belongs so that Hakunwi can properly exhibit the power is acquired and elected.
The parents board member method of an election so far changes into the direct vote mode including a dispatch. Instead of the indirect election mode through the class representative who he has been implementing in many schools. The teacher board member method of an election has to make mandatory by vote system. And there the region board member is the necessity to the parents board member method of an election receives a recommendation from the related organization of the regional society in which he is various with the administrative office or the economic organization of a region, the civil organization, and so on.
Second, it is the special knowledge supplementation problem above Hakun. Since the school operating committee requires the very administrative professional function, the speciality small committee configuration has to be activated around the board member who it has the knowledge in which it is special with part during the school management committee in order to raise the special knowledge above Hakun. And the teachers' association · students association · parents' association operated by the school autogenous tissues is legalized and an opinion has to be collected through a link above these organizations and Hakun.
It there is with the sense of the Hakun business person in charge whether it is administrative in order to receive data about the deliberation case for the secure of the examination time before a week. And the systematic training program is prepared in the educational office and unit school against Hakun members and the special knowledge of the operating committee members has to be raised. Especially, the beginner members about first appointment board members trainning is needed. And it breaks from the theoretical access and lecture putting first mode and a content and the method in which it is various and it is substantial including the mutual debate, question and answer, and they have to be introduced and it has to perform.
Above anything else, it has to resettle in the direction which ends to the improvement of the management administration but in which it contributes an affect to the can not reach existing Hakun the upper part to the educational capacity optimization of the school education to the educational capacity of the school enlargement.
