Abstract

Korea, the socal infrastructure in these days, proves its worth through the local self-government founded on the rock. The operation of the local self-government will change most of the parts from the decentralization of authority to the balanced development among the local cities to the activation of the local economy. Especially, after the operation of the local self-government , so many local communities are trying to promote the local economy. But, there are a lot of problems in the local economy such as fragility of the local finance, deepening of the financial unbalance among the local self-governments, the lack of efficiency on the change, and the local self-governments, the lack of efficiency on the central government and also it is short of capital and technique for development. The demands of local citizens and the expectations which the local citizens have in their mind, gave increased since the local self-government to meet the demands and expectation. Because the local finance is not sufficient enough. These reasons are as fellows. (1) scantiness of the local finance (2) unelasticity of the local finance. (3) poorness of the independent. funding resources. (4) problems of the local financial adjustment system. The Activation of local economies is not only one strategy for solving this problem but also relation the value of it purpose in itsdlf. It is not exaggeration to say that the prosperity of once region depends on the activation of local economics under the local autonomy system. Accordingly, local government should make an effort to activate local economies first of all era of localization. As the scheme for the activation of local economies, local government will have to support local industries(local small business, regional specialized industries, high-tech industries), that occupying the most important portion of local residents through the expansion of employment opportunity and the increase of their income. As the local government scheme for the support of local industries, these are following : The role should be shared and redefined by government activity between central government and local government, information network and the industrial-education-laboratorial linkage system should be attracted into the locality, and manpower should be provided for them.
