Abstract
The number of foreigners in Korea is increasing every year and the number of multicultural families. This policy environment change causes some policy improvements. The study aims to find some policy implications from the children and parents from multicultural families who are using local children centers. Following are the reasons why the study targets multicultural families.
First, the majority of multicultural families is korean and foreigner couple, and a baby born between the two grows up as a Korean. But the children experience some identity crisis caused from communication capability using korean language and study achievement at school. This is mainly because of the language skills of their parents. Foreign parents, no matter how much they learn, experience some difficulties in communicating native speakers, and can not provide desirable help in the field of study.
Second, It has been confirmed that the level of economic power of multicultural families is not high. Most of Multicultural families in Korea are made up of inter-marriages between Korean men and foreign women. The economic activities of migrant women are increasing. But because of their husbands are in a low economy level, multicultural families belonged to a group of poverty. Because of these characteristics, children from multicultural families who are backward in their studies but cannot go to private academies usually use local children's centers. The local children's center is a public service organization. Public services, unlike private services, have the characteristics of public goods: consumption that cannot be excluded and cannot compete. Public services with intangible characteristics are bound to be limited in their right to choose and use services voluntarily. Therefore, users cannot refuse to provide services even if the service level is low. For these reason, the user's satisfaction with the service needs to be investigated.
The purpose of the study is to provide policy suggestions for satisfying services and providing efficient services by surveying the user satisfaction level of the local children center.
To achieve this research objective, the local children's center was also surveyed by children and parents of multicultural families in Gwangju. Based on prior research, the researchers found that the factors affecting the satisfaction level of local children centers as ➀ safety and protection of the local children center, ② programs conducted within the center, ➂ relations with friends in the local children center, ➃ relations with teachers, and ➄ learning materials and toys in the center.
Frequency analysis was conducted to find out the social demographic characteristics and utilization status. T-test, one-way ANOVA (one-way ANOVA), Scherfe, and Dunnett T3 analyses were performed to identify differences in service satisfaction depending on the group characteristics. Cronbach's alpha through reliability and validity of the response of the respondents to understand.
The main findings from these analyses are as follows,
1) Satisfaction of the factors influencing the use satisfaction was in order of facility safety and protection → program → relationship with teachers → relationship with friends → learning materials and rides.
2) Parents were found to be satisfied with the factors of facilities and safety, while children were most satisfied with indoor and outdoor program factors. On the other hand, both groups were seen as the lowest satisfaction in learning tools and toys.
3) In terms of satisfaction level by characteristics of bravery, children in the first to third grades of elementary school showed high satisfaction level. Parents had the highest satisfaction rate among groups with monthly income of less than 1 million won.
4) The satisfaction level of parents, who are in the beginning stage, was high in the analysis of their satisfaction level based on their Korean language abilities.
5) In the analysis of user satisfaction, the group with the shortest period of use is the highest. But more than five years that was the longest period of users have low satisfaction level.
Based on these analysis results, the conclusion is as follows,
1) The budget expansion and improvement for learning tools and rides that had the lowest level of satisfaction are needed to enhance the satisfaction of children and parents who are using local children's centers.
2) Indoor and outdoor programs hosted by local children's centers are highly satisfactory, the existing programs should be maintained and evaluated continuously.
3) Users' satisfaction level was high when they first encountered or used a local children's center, but the longer they use it, the less satisfied they are. It's good for a shelter, but it keeps going. It can be seen as a result of pointing out what has not improved.
4) As a government children's welfare institution, it's receiving positive reviews from low-income people and it was confirmed that they were being financially helpful. However, efforts are required on learning programs and teachers' professional factors in order to obtain the use and satisfaction of the middle classes, which account for most of society.|매년 증가 추세를 보이는 내한 외국인 수와 이에 따라 증가하는 다문화가정도 증가하고 있다. 다문화가정은 증가하지만 이주여성들은 언어능력 부족 및 문화 적응 어려움을 호소하고 있다. 모든 어려움의 출발점인 한국어 능력 부족은 자녀 양육에도 부정적인 영향을 미친다. 이를 해결하기 위해 사회복지, 아동복지 정책적 개선도 요구되고 있다. 본 연구는 지역아동센터를 이용 중인 다문화가정 아동과 학부모를 대상으로 한다. 연구대상이 다문화가정인 이유는 다음과 같다.
첫째, 다문화가정을 이루고 있는 주체는 한국인과 외국인이며, 둘 사이에서 태어난 아기는 한국인으로 자란다. 그러나 그 아동들은 한국어에서 출발하여 정체성 혼란, 언어적 문화적 어려움으로 인해 학교 적응이 어렵거나 교육 습득의 속도가 떨어진다. 그 배경에는 외국인 부모의 언어 능력이 관련되어 있기 때문이다. 외국인 배우자는 아무리 배웠다 하더라도 원어민과 차이가 있을 것이며, 수업 학습 부분에서 바람직한 도움을 못 준다.
둘째, 다문화가정 경제력 수준이 높지 않은 것으로 확인되어 있다. 한국의 다문화가정의 대부분은 한국인 남성과 외국인 여성과의 결혼으로 이뤄지고 있다. 이주여성들의 경제활동은 증가하고 있지만 그들과 결혼한 남성들은 낮은 경제적 수준을 갖고 있기 때문에 빈곤 집단에 속한다.
이러한 특성들로 인해 학업에 후진하지만 학원에 못 가는 다문화가정 자녀들은 지역아동센터를 주로 이용한다. 지역아동센터는 공공서비스 기관이다. 공공서비스는 민간서비스와 달리 배제할 수 없고 경쟁할 수 없는 소비라는 공공재의 특성을 가지고 있다. 무형의 특성을 가진 공공서비스는 이용자가 서비스를 자발적으로 선택하여 이용할 수 있는 선택 권한이 제한될 수밖에 없다. 이에 이용자들은 서비스의 수준이 낮아도 제공되는 서비스를 거부할 수 없는 것이다. 이 같은 이유에서 이용자들의 이용만족도 조사가 필요하다.
지역아동센터 이용자들의 이용만족도를 조사하여 만족도 높은 서비스와 효율적인 서비스 제공을 위한 정책적 제언을 목적으로 한다.
이러한 연구 목적을 달성하기 위해 광주광역시 내 다문화가정 자녀와 학부모들을 대상으로 지역아동센터 이용만족도 설문조사를 실시하였다. 연구자는 선행연구들을 토대로 지역아동센터 이용만족도에 영향을 미치는 요인으로 ➀ 안전과 보호, ② 센터 내에서 진행하는 프로그램, ➂ 지역아동센터 내 친구와의 관계, ➃ 교사와의 관계, 마지막으로 ➄ 센터 내 학습교재 및 놀이기구를 선정하였다.
사회 인구학적 특성과 이용 실태를 알아보기 위해 빈도분석을 실시하였다. 집단 특성에 따른 이용만족도의 차이를 파악하기 위해 t-test, 일원배치분산분석 (one-way ANOVA), Scheffe, Dunnett T3 분석들을 했다. Cronbach’s alpha를 통하여 응답자들의 답변의 타당도 및 신뢰도를 파악했다.
이러한 분석들을 통하여 밝혀진 주요 연구의 결과는 다음과 같다.
첫째, 이용만족도에 미치는 영향 요인들의 만족도는 시설안전 및 보호 → 프로그램 → 선생님과의 관계 → 친구와의 관계 →학습교재 및 놀이기구 순으로 나타났다.
둘째, 학부모는 시설 및 안전하게 보호받고 있다는 요인에서 만족하고, 아동은 실내외 프로그램 요인에 가장 만족하는 것으로 나타났다. 반면에 두 집단 모두 학습 도구 및 놀이기구 요인에서 가장 낮은 만족도인 학부모는 보였다.
셋째, 이용자의 특성별 만족도에서 초등학교 1~3학년 자녀들이 높은 만족도를 나타냈고, 학부모는 월 소득이 100만 원 미만 집단의 만족도가 가장 높았다.
넷째, 학부모의 한국어 능력에 따른 이용만족도 분석에서 초급 단계인 학부모의 만족도는 높았다.
다섯째, 이용 기간에 따른 아동과 학부모 만족도 분석에서 이용 기간이 가장 짧은 1년인 집단이 제일 높고, 이용 기간이 가장 길었던 5년 이상인 집단은 낮은 만족도를 보였다.
이와 같은 분석 결과들 토대로 다음과 같은 정책적 함의를 도출해 볼 수 있다.
첫째, 지역아동센터 이용 중인 아동과 학부모의 만족도를 높이기 위해 만족도가 가장 낮았던 학습 도구 및 놀이기구에 대한 예산의 확대와 개선이 필요하다. 이 같은 문제점을 해결하기 위해 정부에만 기대할 것이 아니라 민간단체나 개인들에게서 적극적인 후원도 가능할 것으로 보인다. 이미 사용한 학습 도구는 사용한 아동에게 더 이상 필요가 없어지지만 기관에 보관된다면 매년 새로 들어오는 기관 아동들에게 유익할 것이다.
둘째, 지역아동센터에서 진행하는 실내외 프로그램이 만족도가 높은 만큼 기존 프로그램들의 지속적인 유지와 평가가 이루어져야 할 것으로 보인다.
셋째, 아동의 특성별에서 나타난 초등학교 1~3학년 아동들의 높은 만족도와 이용 기간이 1년인 집단의 가장 높은 만족도 분석에서 확인된 결과는 지역아동센터를 처음 접하거나, 이용했을 때 이용자의 만족도는 높았으나 이용 기간이 길수록 만족도가 떨어진다. 이는 보호 시설로서는 좋지만 계속 다니다 보면 발전이 되지 않은 것을 지적하는 결과로 볼 수 있다.
넷째, 학부모의 가장 낮은 월 소득인 월 100만 원 미만인 집단의 높은 만족도는 정부 아동복지 기관으로서 저소득층에게 긍정적인 평가를 받고 있고, 그들에게 경제적으로 도움이 되고 있다는 것이 확인되었다고 본다. 그러나 사회의 대부분을 차지하는 중간층의 이용과 만족도를 얻기 위해 학습 프로그램 및 교사의 전문성 요인에 대한 노력이 요구된다.
