한국의 문화 공적개발원조(ODA) -필요성과 방향

Abstract

Korea became the first changed case to donor country from recipient country by joining in DAC of OECD at 2009 after graduating from recipient country in 2005. Now when 5 years have passed from the event, Korea official development assistance has been confronting many problems yet, and does not have discriminative points of Korea itself. The study proposed culture official development assistance as an alternative on many problems such as small-scale assistance, low assisting rate vs. gross national income, insufficient humanitarian factors on decisions for selecting focused partner countries, lacks of understanding on recipient country’s culture and differentiation of Korea itself. Culture official assistance having been alleged as an alternative in this research was suggested for comprehensive meaning on ‘culture’ that means understanding on the recipient country and ‘cultural field’ like sports, arts as conceptual bases of Korea official development assistance. And the study lighted up a fact that ‘cultural field’ could be connected to economic assistance in long term through self-esteem and consistence on their traditions together with culture sharing of the recipient country too. This study tried to step over present problems and limitations of Korea through such culture official development assistance, and long-term eyesight in governmental dimension.
