나주지방의 동학농민전쟁과 관군의 대응

Abstract

1894년(고종 31) 1월 고부(古阜)에서 전봉준을 필두로 하여 일어난 민란은 3월 20일 무장에서의 1차 기포로 이어져 점차 전라도 전역으로 세력을 확장하였다. 이러한 상황에서 나주는 고립되어 있음에도 불구하고 전라도 지역에서 유일하게 농민군의 입성을 저지하고 농민집강소를 거부하였다. 이렇듯 나주가 동학농민군의 질풍노도에 견딜 수 있었던 이유는 향리층이 적극 나서 강력한 수성군을 구성하였기 때문이었다. 또한 나주목사 민종렬의 향약 실시 등을 비롯한 지도력 발휘와 치안유지 등에 적극적이었고 이에 대하여 향리층이 적극 지지하였다. 뿐만 아니라 갑오년 늦가을 2차 기포 이후에는 나주를 성공적으로 수성한 여세를 몰아 광주ㆍ남평ㆍ강진ㆍ장흥ㆍ영암ㆍ무안 등지로까지 진출하여 해당 지역 농민군을 진압하는 데 중요한 역할을 수행하였다. 나주 향리층은 동학농민전쟁 당시 주도적으로 수성군을 조직하여 나주성을 수성하는 데 성공하였다. 농민군의 공격을 성공적으로 막아낸 것은 전라도 전역에서 나주가 유일하였다. 이 공로를 인정받아 많은 수의 향리들이 에 입록 되었으며, 수성군에 가담한 향리층 인사들 중 도통장 정석진의 경우에는 민란이 평정된 이후 그에 대한 공을 인정받아 해남군수로 승차하여 부임하기에 이른다. 한편 나주 지역 동학농민전쟁의 전개과정과 당시 나주 향리층의 동향에 대해서는 축적된 연구결과가 적지 않다. 이 글에서는 그러한 연구결과를 바탕으로 하되 상대적으로 주목을 받지 못했던 정석진을 중점으로 살피고자 한다.|The revolt started by Jun Bong-jun in Gobu in January 1894 (the 31styear of King Gojong’s reign) led to the first uprising in Mujang and then spread to other Jeollado regions. Despite its isolation due to the condition, Naju was the only region where they blocked the entry of peasant troops and denied the establishment of Jipgangs of orpeasants. Naju was capable of withstanding the raging Donghak peasant troops because local officials proactively formed strong government troops. Also, the governor of Naju named Min Jong-ryeol took the leadership in adopting the Hyangyak and maintaining the public order, which was supported by the class of local officials called Haynglees. In addition, since the second uprising in late autumn of the Gaboh year (1894), the government troops rode the momentum gained by the successful defence in Naju and advanced into Gwangju, Nampyeong, Gangjin, Jangheung, Youngam and Muan, playing important parts in suppressing local peasant troops. The Hyanglee class in Naju took the initiative in organizing the government troops during the Donghak peasant war and succeeded in securing Naju province. Naju was the only province where they successfully fended off the attack from the peasant troops. Recognized for their contributions, lots of Hyanglees were listed in the . Among the Hyanglee officials who joined the government troops, Dotongjang Jeong Seok-jin received credit for quelling the revolt and promoted to the governor of Hainam.
