A Study on the Selection of the FTA Support Policy Priority through Analytic Hierachy Process

FTA is a form of regionalism and also the start that the world since the 1990s entered hurriedly into a strategic FTA in between the countries to share the profits with them. Korean government has promoted FTA concurrently from 2003, and has built a FTA network through the strategic FTA expansion, centered on macro economic area, resource-rich countries and major hub economic area. Korea started Korea‧Chile FTA in 2004 and successively entered into the FTA with surrounding countries such as Korea‧ASEAN FTA, and Korea‧Singapore FTA and took the effect. Furthermore, Korea took the FTA effect with Korea‧EU FTA as a macro trade area in 2011, Korea‧America FTA in 2012, and Korea‧China FTA in 2014, which mean joining the ranks of FTA developed countries from FTA developing countries and the expansion of our global economy territory. In fact, viewed from the perspective of our country, it is the time to need a major breakthrough to jump up as an advanced economy from a nut cracker between Japan in the aspect of technology and China in the aspect of cost. Therefore, FTA promotion of our government has many positive aspects because it will improve the competitiveness of enterprises and promote a global standardization over the state-wide system which can promote a leap into the advanced economy. Because of it, the government inputs many human resources and much budget for a lot of supporting matters such as FTA training, consulting, and IT systems, etc. to elevate FTA utilization in the private areas. Recently, the government strives to improve the FTA utilization by opening a FTA utilization support center, etc. Thanks to this policy, the trade volume has steadily increased and FTA utilization of small and medium size enterprises is increasingly higher. However, we do not use FTA to 100% until now due to the difficulty of the application and issue of a certificate of origin, the poor awareness of FTA, and cumbersome FTA certification paperwork procedure, etc. Our government as of the end of June 2013 announced a comprehensive plan for FTA activation, but there is a gap between what the FTA businesses actually feel and the government support programs for the utilization of the FTA. Therefore, this study aims at researching what the priorities government policies and experts from sectoral job families are thinking are to enhance the FTA utilization and how we increase the utilization of FTA. The writer reflected various real cases of FTA utilization and failure by participating in the establishment of Guangju FTA utilization support center and engaging in FTA consulting·consultation, the examination and issue of certificate of origin, etc. This study has the purpose to draw out the analysis and method on the elevation of FTA utilization in the view of the person in charge and to utilize it as the standard data for the activation of regional economy and the increase of business export. This thesis consists of five chapters in totality. The first chapter explained the object, structure and method of the study on the FTA support policy priority study title. The second chapter introduced Korea's FTA promotion status and details. The third chapter as an analysis of support policy separated and explained FTA utilization support policy and FTA domestic support measures. Based upon it, the fourth chapter yielded the establishment of Analytic Hierachy Process(AHP) and the importance of FTA support policies. In particular, when I set up the Analytic Hierachy Process, I set up a hierarchical structure model of FTA support policies from the goal level 1 to 3 in the restriction of the surveyed 30 people and analyzed the results. The questionnaire was designed to survey and analyze what experts from each sector are thinking of the priority on FTA support policies promoted by our government, and based upon it, to utilize the data as the basis for policy improvement in the future. In particular, the results were made in the target of professionals, not public people, so the result value on the job engaged in each group appeared clearly. On the basis of these results, the fifth chapter drew out the conclusion and finished the thesis.
