Abstract

This thesis aims to provide appropriate measures for the management of local cultural foundation support policies for local and regional amateur artists. This thesis focuses on a ‘cultural welfare’ concept that emerged in the mid-1990s as one of the major elements of cultural policy. This cultural welfare established its policy agenda as the promotion of cultural sensitivity and the enhancement of creativity through cultural means and education. At the same time, the object/interest of the policy targeted the audience or dabblers not the artists themselves. The general public also has shown a growing interest in ‘cultural life’, actively engaging in the actual participation of art-producing/enjoying activities. This phenomena demanded modifications in the plans of local cultural foundations which aspire to promote artistic activities at the local level. This thesis compiled, compared and analyzed plans for the support of artists from local cultural foundations, suggesting realistic and viable management measures. This thesis is composed as follows. The second chapter scrutinizes the justifiability of public support for ‘Amateur Art’. The concept of amateur art is discussed as a theoretical concept, and how the public support plan in the general art sector is justified while also including counterarguments. The backbone of the theoretical concepts is ‘Cultural Rights’, ‘Populism’ and ‘Cultural Democracy’. Chapter 3 examines the status quo of plans to support artists from local cultural foundations. The research process actively utilized a variety of relevant documentary sources found in those foundations, whilst comparing and analyzing the support plans of individual foundations. Chapter 4 determines a desirable support plan which can be practically applied and adopted by local cultural foundations. The eight recommended measures are based on the points detailed in the previous chapters. These eight provisional plans entail re-establishing the concept of amateur art; strengthening the competence of amateur art groups building multi-channel exhibition spaces and stimulating the participation of the local community; expanding interchanges and collaboration with professional artists; the segmenting of support plans and roles in different art sectors; dividing responsibilities between the central government, metropolitan cultural foundations and municipal cultural foundations; re-adjusting support plan management processes; and consolidating and diversifying the follow-up process of promotional means.
