Abstract
External transportation of Spent Fuel not only needs to ensure pubic reliability for safety but it is essential to establish the optimal method of transportation considering technology, safety, economical efficiency for the efficient management of radiowaste.

At present, the contents on management and transportation of spent fuel are not determined as a national policy but fundamental analysis and measures on transportation plan and planning for disposal of Spent Fuel afterwards should be established.

To derive a transportation scenario, investigation on transportation status of Spent Fuel, rules and regulations is needed and analysis on domestic and international transport plan analysis procedures and methodology is needed.

To set a transport scenario of Spent Fuel, the best scenario on different assumptions and conditions should be able to be driven through quantity estimation, risk assessment, cost evaluation and transportation route analysis etc.

Transportation of Spent Fuel must be able to prevent accidents that may occur during transportation and ensure safety for targets that live on the carrying path or can be affected by radiowaste during transportation.

Reliability must be able to improved by analyzing basic materials and assessment tools for marine and land transport safety assessment and investigating and performing input data of the program etc. for safety assessment and verifying the safety of transport scenarios.
