한국과 러시아간 문화교류의 과제와 협력방안 연구

Abstract

We are living in the era of new liberalism of the 21st century in which freedom, peace and prosperity have become the highest values. In this context, we have to reinforce the relationship with neighboring four powerful countries to realize universal values of human beings and reorganization of our relations with Russia and China is required. Therefore, this study aims to identify the current status of cultural exchanges targeting reinforced relationship between our country and Russia and improved cooperation and based on the results, it is to develop a future plan on it. There have been cultural exchanges between Korea and Russia for more than 15 years. Since friendship was contracted in 1991, there have been many cultural exchanges, but we do not know Russia and its people very well. Many people in our country still consider Russia as a cold country and Russian women as just beautiful. So, effort to understand and identify Russia are required as soon as possible, and it is important to recognize Russia as a community where we can live together with the spirit of new liberalism beyond obtaining simple interests through exchanges. Based on the idea that soft power is the best way to reinforce national power in the 21st century, this study is to recognize importance of culture and its expansion as a means for interdependent relation with friendship contract in 1991 and cultural agreement in 1992 where Korea and Russia can be a single true community. And it is to identify patterns of cultural exchanges of the two countries through speculating the current status, point out its problems, find our future task for development of cultural exchanges, and develop plans on future exchanges. At present, the two countries have faced lack of cultural understanding though more than 10 years have passed since friendship was contracted. It is sure that the problems can be overcome through bilateral efforts for cultural exchanges, consistent excavation of materials for cultural exchanges, development of cultural exchange models and programs. In the future, to further friendship between two countries, we should recognize existing problems and make joint effort based on the principle of reciprocal equality. We can expect interdependent relationship to be developed in aspects of economy and technology as well as culture by understanding mutual cultures and developing sympathy. And by focusing on realization and maintenance of equality and order at international community, we can develop dependent relationship based on true reconciliation and cooperation and be true partners of cultural exchanges.
