Abstract

The international market is getting to be consolidation and without boundary. According to World Trade Organisation system, international free trade and market are unified and consolidated like communication technology and financial market. These kinds of trends are not exception in clothing and textile industry. Trade barriers on textiles across the glove were lifted as the Multi-Fiber Agreement came to an be an end. Furthermore, a global quota system have restrained and have accepted as the members in WTO such as China, Taiwan, Russia and India. It is focused on Chinese textile industry which is trade profits for many years and getting stable power in global market. The trade agreements not only China and EU but also China and USA make firm worldwide trade environment as the world's workshop. China is poised to become its tailor. It may well have been made from Chinese fabric, woven from Chinese yarn, spun from Chinese cotton or man-made fiber. Chinese clothing and textile industry is developed in quantity in scale and profits even though Chinese government's macro policy a raise exchange rate and revaluation for making expectable and profitable business environment and getting trust from businessmen. There will be continuous development in the first half in 2007 based on buyers' vouchers. However, hesitation of many companies and delay of production are caused if policy is not clear and not wise until the end of the agreement between China and EU. There are many kinds of problems even textile industry is booming. First, the way of improvement in textile is timid and is shorten research and development. Second, most of exported item produce by OEM and there is no their own original brand. Third, China has amount of textile export companies and overwhelmed production and is full in domestic market. It is locked in a vicious circle of export pressure and competition. Therefore, Chinese textile industry must transfer from quantitative competition to qualitative one, perpetual development by industries level, high income production by changing export system. China has to keep development rate up for reasonable improvement not to be more vicious and unlawful competition. If she is just focused on quantity is caused trade conflict. On the other hand, the change of international textile environment though, domestic textile industry is advanced country because of production, scale and facilities, not technological advanced like Italy, France and Japan by new material and creative design. American textile importers and buyers accuse their compatriot manufacturers of trying to achieve through government intervention what they have failed to manage through investment, planning and improving productivity : becoming internationally competitive. Brand management and marketing are not qualified like the advanced countries. The low-paid workshops in China and Mexico are covered with other competitors such as developing countries. China can remove these problems that production's high quality, long-range profits, and comparative price advantage by outsourcing as saving production capital. It is necessary to be a frontier getting new market but also keep preexisting markets.
