Present electronic government system has some limitations such as dualistical working processes executed in the electronic space which used to be executed in the physical space and offering the best service to both nation and enterprise.
Therefore, we all need to consider that it is time to create and develop new government service to overcome those previous limitations of electronic government and meet the new demand for the service.
A development of Ubiquitous Technologies has been used as a key method for pursuing new administrational value of administrational and governmental innovations and is expected to have a great effect on the u-Government's evolution.
Convergencies of Ubiquitous enable integrated electronic services and offer the services corresponding to the value of nation and enterprise through the more intellectual and customized service.
We could define u-Government as a government offering best service and an integration which electronics ultimately aimed at to both nation and enterprise based on Ubiquitous paradigm, and that will extend integration on not only network systems but also up to such as channel, process, and function with more customer-oriented service offering variety of things.
According to Ubiquitous development, u-Gov's applicable range and service directions will be changing. Thus, It is important to set up the strategy for core parts and service contents of u-Government with policy support following the stage of Ubiquitous development. So, we need to figure out the way to maximize the effects it possibly brings and conduct a trial service for a application of those.
Under those demands, we need to develope the new service model for future collaborative u-Government extending the governmental working process, group restructuring and more customized services that u-Government pursue for getting more exact customer's demand and inducing aggressive nation's response.
So, in this paper, I would like to present the 5 diagrams - social welfare model, health/medical model, public safety improvement model, distribution model, application model of telemetics in publics - showing service ranges of public part as a new u-Government strategy for nation's innovation.
Also, I'd like to illustrate possible service examples which can be considered in collaborative working organizations by applying available wireless communication technologies using UT.
Finally, we will look over all sort of problems and the point that have to be improved in the applicable prediction model and through the comparison between previous theory and new suggestion model, this paper will show the differences and conclude all the points.
