Abstract

After the economic crisis in 1997, Korea introduced many policies and systems to overcome the economic crisis. Korea carried out active guiding investment systems in Duty-free zone. The systems can stimulate the economy increasing by guiding investment. In Duty-free zone, the policy lays particular emphasis on the kinds of commodity, but in Free trade zone, the policy lays emphasis on the kinds of commodity and manufacturing. More or less, there are some differences in these policies. We need not consider the differences and they can practice independently according to the laws, so it brought about some unnecessary chaos to the foreign investors and made the credit of government decline. The second superpower of world economy, Japan and China market and the Southeast Asia economic growing center, to make the Free trade zone operate efficiently, Korea has emerged the Duty-free zone into the Free trade zone in July, 2004. Although the merge has been realized, there are some limits. In my thesis, I will discuss and analyze the establishment operation and relative laws of the emerged Free trade zone, then I will bring about some viewpoints and solutions in systems and politics. I have to make the background of my thesis and researching scope definite. In order to make the theme of my thesis understood easily, I will state the relative conceptions of Free trade zone, free trade, the kinds of free trade and the economic effects. It also can be understood by comparing some foreign enterprises examples according to their characteristics. By analyzing designated order and operation of the Free trade zone in Korea, the relative laws and regulations, we can find some problems as follows: First, in system aspect, we can find the problem is the reduction of Duty-free articles, the time limit of installment and the establishment of the unified facilities are decided on the laws of Free trade zone. Second, in politics aspect, we can find the problem is the volunteer system of the suppliers lay stress on the commodity policy that take the ports as trade center. Third, in operation aspect, we can find the problem is the managing rights limit of the chief executive. No matter the kinds of the importer, to fulfill the taxation and manage method on commodity. to form a system to limit the change of production according to the characteristics of each zone. In the last paragraph of my thesis, to consolidate the effect of Free trade zone, improve the manufacturing and stimulate economy I bring about some concreted improving projects and developing projects. The projects is as follows: First, in system aspect ,we can enlarge the scope of Duty-free policy in system aspect. We should abolish the time limit of installment in order to consolidate the commodity center in Free trade zone. Moreover, Free trade zone should omit the agreement that controlled by the Ministry of Finance when make a designation. The designated order should be simplified and the establishment of the unified facilities should be consolidated. The laws of the Free trade zone should be abided strictly. Second, in politics aspect ,we should introduce some relative policy to the needers and supply them with effective interest. Third, in operation aspect ,the managing rights that the chief executive of Free trade zone, the import declaration of Tax-payed commodity should be depended on the consumption. The characteristic of the import should agree to the policy of Free trade zone.
