Regulation can be defined as a government action that has impacts on the behaviors of economic entities constituting the private sector. If government regulation is classified by means used to achieve government goals, it can largely be divided into two types such as direct regulation backed by rules and standards and indirect regulation through incentives.
But administrative guidance can be regarded as the third form of regulation that leans toward indirect means in its implementation but comes closer to direct ones in its effects.
Accordingly, administrative guidance can be considered as a technique that government utililzes in attempt to achieve policy goal by drawing voluntary cooperation from the regulated. The features of administrative guidance are summarized as the inducement of voluntary decision-making from the regulated, the non-juristic act not having legal effect, the exercise of broad discretional power by the regulator, and the stronger position of regulatory agencies in their implementation.
In this study, this paper purposes the researcher to present policy and theoretical implications by analyzing the influential factors of the administrative guidance and to facilitate the behaviors of individuals by preparing a structural equation model analysis integrating existing researches conceptually. For these purposes, the author summarized the current researches on the significance of the administrative guidance and the influential factors comprehensively on the basis of the theory of planned behavior by Ajzen.
The researcher also set the research model and hypotheses models through a documentary study. To verify the hypotheses, the author used questionnaire survey. In sampling both the quota and judgement sampling methods were used. After preliminary survey, questionnaire survey were performed to 357 policemen in the four wards in Gwangju City(East Ward, West Ward, South Ward and North Ward) and in two police stations(Sunchang, Hamphyeong) and the author collected them and analyzed their responses. In analysis the author used SPSS, the author used factor analysis, reliability analysis, descriptive statistics analysis, correlation analysis, t-test and ANOVA. By using SPSS 12.0, a coincidence which is effective in analyzing administrative guidance behavior was conducted and research hypotheses were analyzed positively through a structural equation model analysis. On the basis of the verification results, suggestions of policy and theory were considered.
On the basis of the positive analysis, the following conclusions were derived:
First, the effectively administrative guidance behavior is affected directly by behavioral intentions and perceived behavioral control, thus the theory of planned action proves to be more persuasive than the theory of reasoned action. Behavioral intentions prove to affect the administrative guidance efficiency more directly than perceived behavioral control.
Second, the administrative guidance attitudes prove to affect behavioral intentions the most and even though subjective norms and perceived behavioral control affect behavioral intentions to some extent.
Third. perceived behavioral control proves to affect the administrative guidance efficiency directly and indirectly.
From the results of the research, the following policy and theoretical implications can be derived to the effective administrative guidance.
First, this study is likely to contribute greatly to the field of administrative theory by applying personal behavioral change to the theory of planned behavior. Especially, this study will be significant in that it relates personal behavioral decisions to the results of policy by revealing that mentally and cognitively planned behavior and motives bring about unintended policy results in the process of behavioral result analysis or by showing what planned behavioral motives are, that is, the causes of unintended policy results.
Second, as perceived behavioral control was proved to affect the effective administrative guidance behavior directly and indirectly, it should be considered to be the most important factor for facilitating each individual's the administrative guidance behavior. This confirms the usefulness of the theory of planned action in that perceived behavioral control, which was presented to complement the problems of the theory of reasoned action, verified to be an important determinant.
