A Study on the Encouraged Enthusiasm of Local Public Officers through Establishment of Knowledge-based Administration System

This study speculates factors affecting preparation of knowledge-based administration system that is designed to improve productivity of administration and ability to deal with problems in local administrative organizations and enthusiasm of public officers.
The goal of this study is to demonstrate whether preparation of the knowledge-based administration system in local governments has an positive influence on satisfaction and devotion which are sub-variables of enthusiasm through an experimental research targeting local public servants.
For the purpose, this study presents the following questions to be resolved:
First, what factors that affect preparation of knowledge-based administration system in local governments are there?
Second, what influence do the factors have on enthusiasm of local public servants?
Third, what relations are there between factors affecting preparation of knowledge-based administration system in local governments?
Based on such questions, this study searches related bibliography and prepares theoretical and practical models for theoretical development and discussion of theoretical speculation, realization, and introduction of knowledge-based administration to public sectors, factors that affect construction of knowledge-based administration system, and enthusiasm.
Accordingly, leadership of the top administrator, knowledge-based organizational culture, information and communication technology, evaluation and reward are selected as factors affecting construction of knowledge-based administration system in local governments. And to analyse how much influence the factors have on knowledge administrative activities of members, this study considers a factor of knowledge sharing behavior. Finally, satisfaction and devotion are considered as factors relating to enthusiasm of members when the knowledge-based administration system is constructed.
Then, this study presents a hypothesis focusing on analysis of significant influences between the factors.
For a positive analysis of it, public servants working for six local governments in Gwangju city are interviewed through questionnaire with 5 points-base and the results collected are statistically analysed.
For a demonstration of measuring tools, reliability and validity analyses are conducted. For an analysis of significance, only items having high validity are used. And this study demonstrates a hypothesis through a statistic data analysis for positive analysis of the knowledge-based administration system construction.
As a result of demonstration of research model and hypothesis, in respect to relations between basic factors and knowledge sharing of the system, it is demonstrated that leadership of the top management, knowledge-based organizational culture, information and communication technology, evaluation and reward are assumed to have influence on knowledge sharing.
For the relations between knowledge-sharing, and satisfaction and devotion of the members, it is demonstrated that the knowledge-based administration activities of members have a significant influence on satisfaction and devotion.
This study presents the following suggestions for realization of knowledge-based administration by successful construction of the knowledge-based administration system and its maximized effect through a positive analysis:
First, as presented in this study, a positive result is obtained that it is demonstrated that satisfaction and devotion can be successfully achieved through construction of a knowledge-based administration system like an introduction of knowledge-based management in private sector.
The factors that should be considered for establishment of knowledge-based administration system include leadership of the top management, knowledge-based organizational culture, information and communication technology, evaluation and reward and it is demonstrated they have close relations with knowledge-sharing.
It is expected that the results will contribute to the followings:
In a practical aspect, the results of this study will present a proper direction of knowledge-based administration construction and development as it positively analyses influential factors and organizational results involved with construction of knowledge-based administration system. That is, the top management that is in charge of knowledge-based administration should reinforce the four basic factors to encourage satisfaction and devotion of the members and improve constructional possibility of the system. In a theoretical aspect, the theoretical model of this study focusing on properties and factors of the system, and enthusiasm of members, will be effectively used when a knowledge-based administration system is actually constructed.
It is also expected that there will further studies on the factors relating to knowledge-based administration and properties of public organizations to more exactly analyse influences of the system that affect success of knowledge-based administration.
