Abstract

A Study on the Factors of Utilization of Policy Information in the Policy Process

The policy process means the process which chooses the optimum alternative in order to solve public problems. In this policy process, the policy information plays the role of providing various knowledge/information for choosing the alternatives in order to make rational and effective policy. This information is the basis which influences directly and indirectly the decision making at all the stages of policy process through diverse utilization forms. Also, the policy information enables the policy problem to be identified exactly and to be reviewed in advance in relation to solving the policy problem. In this, the policy information enhances the quality of policy and commands the important place in the policy process for the rational policy making. Like the above, because the utilization of policy information can heighten the rationality and effectiveness of policy process, without utilizing this policy information properly, rational policy making is difficult to attain Also, without utilizing the important information in the policy process, the desirable alternative can not be presented. So, in order to achieve the more rational policy making, the useful information should be necessarily utilized according to the social, political situation. As the economic development process was short in our country, the information has not yet been utilized properly in the policy process. If the policy information is not yet utilized properly in our reality, we can present the question how we can heighten the information utilization in the policy process. According to this question recognition, the purpose of this study is to analyze the utilization of policy information in the housing policy process, and so, on the basis of this utilization analysis, examine the factors of information utilization, and then identify the relative importance in the influence of those factors on the information utilization. In addition, the another purpose of this study is to devise systematically the enhancement measures for utilizing the information produced by the policy research on the basis of the empirical analysis on the housing policy information utilization, thus contributing to the utilization promotion of policy information for more rational policy making. On the assumption that the higher the information utilization is, the more the policy rationality and effectiveness are heightened, this study reviewed the main theories and preceding study results about the policy-related information utilization. This study establish, the research model for the utilization analysis of policy information, and so, in order to test the hypothesis derived from this research model, this study selected the samples related to the policy affairs, and then surveyed the questionnaire. The analysis method of this study was to use the quantitative statistical analysis techniques including the factor analysis for identifying the influence factors of each variable, the correlation analysis for identifying the relationship between item variables, and the multiple regression analysis for testing the hypothesis. The results derived from the empirical analysis of this study are summarized as follows. (1) First, the policy makers' information utilization for policy process was high according to the relevant information, the scientific and expert information, and the official information. (2) Second, in relation to the factors influencing the information utilization in the policy process, the policy makers reflected sufficiently their will to utilize the scientific and expert information produced by the social scientists or researchers. (3) Third, the analysis results on the factors influencing the policy information utilization are synthesized as follows. (ⅰ) Among the utilization factors of information features, the factor of information relevancy influenced the highest information utilization Subsequently, the factor of information understanding, and the factor of information formality were followed in order. (ⅱ) Among the utilization factors of research process, the factor of research applicability influenced the highest information utilization, and the factor of research timeliness, and the factor of research design suitability were followed in order. (ⅲ) Among the utilization factors of problem structure, the factor of problem structurization influenced the highest information utilization, and then the factor of problem formality, and the factor of problem configuration were followed in order. (ⅳ) Among the utilization factors of organization structure, the factor of organization openness influenced the highest information utilization, and then the factor of organization recognition attitude was followed in order, but the factor of organization stratification influenced no information utilization. (ⅴ) Among the utilization factors of interaction, the factor of reciprocal understanding influenced the highest information utilization, and then the factor of reciprocal influence was followed in order, but the factor of reciprocal interpersonal relation influenced no information utilization. In the housing policy process, the reasons why the policy makers regarded the information utilization as important were owing to the utilization factors of information features, research structures, problem structures, organization structures, and interaction, in order. According to the results of this study, because in the policy process, the policy makers were more interested in the utilization of scientific and systematical policy information, such information production and management are requested. And, in order to promote the information utilization of policy makers in the housing policy process, considering the recognition enhancement of information and the importance of policy formulation, the utilization of information appropriate for the policy is most necessary.
