敎育自治에 따른 地方敎育行政의 發展 方案

Abstract

교육의 자주성·전문성 및 정치적 중립성을 확보하고 지방교육의 특수성을 살리기 위해서 1991년 지방교육자치에 관한 법률이 제정되고, 지방교육자치가 본격적으로 시행된 지 10여 년이 지났다. 그러나 교육현장에서는 교육자치를 실감할 수 없으며, 지방교육자치의 본질이 도외시된 채 교육자치의 명맥만을 이어가기 위한 수준에서 벗어나지 못하고 있다. 이에 급변하는 환경의 변화에 대응하고 동시에 교육의 수혜자인 학생과 학부모, 교사 그리고 지역주민들을 위한 실질적인 제도로 정착되기 위해서는 지방교육자치제의 발전방향이 모색되어야 한다. 본 연구는 이러한 문제의식에서 출발하여 제1장 서론에서는 연구의 목적, 연구의 범위와 방법에 대하여 서술하였다. 제2장 교육자치의 이론적 배경 및 원리에서는 지방교육자치제의 개념과 기본원리를 살펴보았으며, 지방자치제와 교육자치제의 관계를 상호 긴밀한 협력적 차원에서 발전 방안을 모색하여 보았다. 제3장 외국의 교육자치제에서는 미국·영국·일본의 교육자치제를 비교·분석하여 시사점을 도출하였다 제4장에서는 한국의 지방교육자치제의 변천 및 현황을 고려시대부터 현재까지 역사적 관점에서 시기별로 나누어 정치적 변화와 연계하여 그 내용 및 특징을 고찰하였다. 제5장에서는 지방교육자치제의 주요 쟁점을 ① 지방교육자치제의 실시 범위, ② 교육위원회의 위상, ③ 지방교육재정의 확보와 운영, ④ 학교운영위원회의 성격과 기능 등으로 구분하여 현재 실시되고 있는 지방교육자치제에서 나타나고 있는 문제점들을 지적하여 개선방안을 모색하여 보았다. 제6장 결론에서는 연구결과를 요약·정리하였으며, 본 연구를 통하여 제시된 발전방향들을 위한 제언을 하였다. 지방교육자치제는 교육의 민주화·자율화·전문화 및 효율화를 실현하는 초석일 뿐만 아니라 민주주의에 대한 국민의식 발전의 원동력이다. 지방교육자치의 발전과 정착을 위해서는 제도의 개선·보완과 함께 교육 관련 당사자들 모두가 역사적 책임의식과 소명을 가지고 지방교육자치제의 문제를 해결하고 그 발전을 위해 노력해야 할 것이다.|It has been passed about 10 years that local self-government of education began, which was enforced by law established in 1991 to ensure the autonomy & specialty and to keep political neutrality. Drawing up a plan on the local self-government of education needs not only to fix it into practical system for students, teachers and parents of students all, but also to meet with the change of international situation. To meet the requirements above, Chapter 1 was written with a subject, purpose and range of the study on the theme of local self-government of education. Chapter 2 was written with both theoretical backgrounds and basic principles of the local autonomous education system are reviewed in the second chapter with special emphasis on the cooperative nature of the local education system with local autonomy. Chapter 3 was written with the result of the comparative viewpoint local self-government of education among USA, UK and Japan. Chapter 4 was written with comparative analyses of the educational systems of the United Kingdom, the United States, France, and japan are presented in the fourth chapter. It has been found that each country was running a local education system which has been adjusted to the historical and cultural backgrounds of the nation. While these countries fully support the autonomy of the local education system, they try to avoid uniformity in local education. Rather, each locality is given full discretions to devise a divergent education system which best suited to the peculiarities and needs of the locality. Chapter 5 was written with the problems in such areas as ① the scope of educational autonomy ② the status of the board of education ③ aquisition and management of educational finance ④ identity and functions of the school governing body are discussed, and several policy implications to these problems are addressed. In Chapter 6, I summarized the developmental plan which suggested above. The local education autonomy is an energy for development of national consciousness and a base for democratization, autonomy, professionalism and efficiency of education. For development and settlement of the local education autonomy, the educational policy should be revised and supplemented, and the educators and the staff in charge of education have to overcome related problems for development of local education autonomy.
