도시생활폐기물의 처리실태와 개선방안에 관한 연구: 광주광역시를 중심으로

Abstract

The cities where people live is filled with wastes, so to speak, the byproduct of industrialization these days. The issue about how the wastes should deal with will be a pain in the neck unless the lifestyle of haman beings changes. the methods to dispose wastes are do dig, incinerate or recycle them and more than 65% of wastes go to waste landfills in Korea. Also, soil and underground water around the landfills are contaminated by buried wastes and air pollution is induced by poisonous gas from the wastes. Besides, acquiring lands for waste landfills faces lots of challenging works due to the people disapproving of constructing landfills in Gwangju. Burying wastes cannot be an primary alternative if cities don't have enough unable lands. And the issue about how wastes should be disposed and reused should be more significant and impending than any other ones, although the wastes are incinerated and reused. The purpose of this study is to characterize generation amounts, material composition and contents of policy oriented products of household wastes in Gwangju. Usually municipal solid wastes are managed by three ways at last. These are incineration, burying and reusing. Residents' protest against unwanted public facilities has been prevalent in city. Particularly, wastes burying ground, which is deemed indispensable for a whole city, has met strong objections that are called Nimbyism because this facility is believed to have an onerous impact on surrounding environment. To solve this problem, area-wide administration should be needed. A master plan of household wastes treatment in a region must be made under considering those conditions. In order to effectively treat municipal solid wastes, reducing, recovering and reusing of wastes have to be made. The reusing rate of the province of Gwangju is lower than that of the advanced foreign countries. To increase this rate, a lot of separated facilities for recycling from the mixed solid wastes generated facilities for recycling from the mixed solid wastes generated in the houses. In conclusion, the important thing of the effective management of municipal solid wastes is not the efforts of local government and institution but the change in behavior and thinking of city dwellers. The foundation of wastes production is citizen. So they have to uprightly think of environmental problem and take the initiative in solving wastes problem.
