Abstract

A Study for the Popular Transportation Plan of Coastal Passenger Ship

Today, all over the world, the central government and locality offer the transportation to the weak such as the old, the disabled, a low-income group through a financial support. This is what we call a governmental grant for PSO(Public Service Obligation) which is accomplished extensively in a country, not to speak of foreign. For example, this support is performed variously in the compensation about the management loss for a remote island assistance route and in the fare discount for the abled, the old, military personnel, man of national merit and others. Now, the government subsidizes the management loss about the reduced fare in bus and subway to supply the transportation demands of the weak. In this dimension, as I judge that the reduced fare for coastal passengers like the island residents is needed, I intend to make up the legal authority about the fare support for a coastal passenger ship and suggest the concrete substitute about the the appropriate level of fare support, the enforcement, the scale of financial grant and so on an below.

1) The support aim The portage of a coastal passenger ship, the only transportation between land and island, is demanded to be reported by businessman in marine transportation law. But the high portage in comparision with public transportation such as bus is acted as a limitation in the formation of a life zone and the interchange between land and island. As a result, the government and the local governing communities need to support a portion of fare for the popular transportation of a coastal passenger ship -the only transportation between land and island- The enforcement will coincide with the public good and contribute to the economical and expended equilibrium.

2) The support policy The Popular Transportation Plan of Coastal passenger Ship -the only transportation of the island residents-

3) The support plan The government and the local governing communities support the portion(30%) of coastal passenger ship fare within the range of budget.

4) The support base The part revision of the special law about the life quality elevation of agricultral and fishing man and the exploitation of a rural and fishing region.

5) The legislative bill Organization of Clause 2, Art 35 in fifth chapter as below Clause 2, Art 35 (the support of portage and fare in the coastal passenger transport business) The government and the local governing communities should support the part of portage and fare in the coastal passenger transport business according to the marine transportation bill Clause 1, Art 8 within the range of budget to activate the intechange between land and island.

6) The increase of coastal ship passenger with popular transportation The passenger increase as 17% in comparision with past is expected in such a case as a fare support when we take the average on the passenger increse between island residents(about 40% of total passenger) and general traveler.

7) The presumtive caculation of required budget In sush a case as the popular transportation of coastal passenger ship, the additional budget, about 2,068 billions and 9,700 thousands won(current expenditure) is required from 2005 to 2009.
