Abstract
An Analysis of Stakeholders’ Perceptions of Education Cooperation Actual Conditions between Local Education Administration Institutes and Local Governments : Focused on the Case of Jeollanam-do Local Educational Administration Seol, Se Young Advisor : Prof. Song Kyoungoh, Ph.D. Departmant of Education Graduate School of Chosun University In a situation where local education autonomy and local autonomy are separated, linkage and cooperation between the two is considered a realistic alternative. One of the efforts is the Local Education Administration Council. The Local Education Administration Council is an organization set up to efficiently deal with local governments' education and academic affairs, and aims to discuss and efficiently deal with matters requiring mutual consultation and adjustment, such as the budget for legal transfer expenditures. The Local Education Administration Council is very important in linking and cooperating with local governments and the Office of Education as it is presented as an official consultation window between the heads of the two institutions and a practical plan for the development of education. Therefore, this study attempted to examine the perception of the Jeollanam-do Education Administration Council by analyzing the current situation and status of the Education Administration Council 10 years after the Education Administration Council was conducted and conducting a survey of members of the Jeollanam-do Education Administration Council. As a result of the study, first, it was confirmed through the perception of council officials in this study that the Education Administration Council is necessary to revitalize educational cooperation between the two institutions and contributes to the development of education. Second, the council official recognized that the provincial government and the Office of Education had prepared an official forum for consultation on the performance of the Jeollanam-do Education Administration Council, and that educational welfare support such as free school meals and school uniform purchase support had been expanded. Third, due to the problems of the Jeollanam-do Education Administration Council, council officials highly recognized that interest from other departments or institutions, except for related departments, was low, and the Office of Education mainly demanded financial support, but the provincial government highly recognized that there was a difference in the position of receiving financial support. Fourth, regarding the revitalization plan of the Jeollanam-do Education Administration Council, council officials were most aware of the need to strengthen communication and pay attention between the governor and the superintendent of education to find effective agendas and collaborate. Fifth, differences between working institutions in the level of awareness of council officials about the Jeollanam-do Education Administration Council were found in the composition, operation, performance, and activation plan of the council, and most of them were highly recognized by the education office.
