건설안전 경영을 위한 안전사고 예방활동과 개선방안

Abstract

건설산업의 열악한 환경속에서 근로자의 부상 및 사망사고등의 재해 율은 타 산업에 비해 월등히 높게 발생하고 있고 중대재해 안전사고 가 발생함에 따라 건설경영에 대내적, 대외적으로 악영향을 미치고 있 으며 건설경영에 큰 위험(Risk)로 부상되어 있는 실정이다. 안전사고 와 관련된 건설산업의 특징을 알아보기위해 건설산업과 현장에서 발 생되는 안전사고의 관계를 고찰하였으며, 안전사고 발생과정과 원인분 석을 위해 건설현장의 안전사고의 발생 사례를 분석하였다. 최근 들어 산업현장의 사망사고 및 중대대해가 매년 줄어들지 않고 증가하는 경향이 있으며 정부의 중대재해처벌법등 강력하고 다양한 건설경영 규제에도 불구하고 건설산업은 지속적으로 국내 산업현장의 가장 위험한 산업중 하나로 인식되어 건설경영의 이미지에도 많은 영 향을 미치고 있다. 건설산업 현장에서 근로자의 소중한 생명이 재해를 입지않도록 사전예방을 철저히 하여 안전사고를 줄이고자 하는 사회 적인 관심과 정부의 강한의지가 담긴 중대재해 처벌등에 관한법률을 시행하였지만 수많은 건설사업장에서 안전사고 재해가 발생되고 있고 사망사고등 중대재해가 끊이지않고 발생되고 있는실정으로 건설산업 경영은 사회적인 불안정한 인식속에서 부정당하거나 부실공사의 축, 부정부패가 만연한산업, 비윤리적인 산업, 3D산업이라 취업직종 조사 대상에서 기피하는 산업(최은정 2020, 참고 문헌에서 제시)이라 할 수 있다. 본 연구는 이러한 건설산업 현장의 통계학적인 안전사고 유형을 분석하고 분야별로 세분하여 건설산업재해를 줄이기 위한 예방대책을 수립하여 건설산업이 가지는 복합적 재해 특성과 실제 안전사고 현황 을 분석한다. 본 연구의 결과는 기업경영에서부터 관리기준, 작업환경, 근로자의 안전행동등의 문제점과 산업안전보건법률부터 고용노동부, 산업안전공단, 건설산업 경영자, 소단위 전문건설 근로자까지 역할과 참여의 중요성을 대변할 수 있다.|Safety accident prevention activities and improvement directions for construction safety management Il - Hyung, Park Advisor : Prof. Hyun-chul Lee, Ph.D. Department of Business Adminstration Graduate School of Business Adminstration, Chosun University In the poor environment of the construction industry, the accident rate of worker injuries and fatalities is much higher than that of other industries. In the construction industry, the Act on Punishment for Serious Accidents was implemented, reflecting social interest and the government's strong will to reduce safety accidents by thoroughly taking precautions to prevent accidents to the precious lives of workers. However, safety accidents and disasters occurred at numerous construction sites.As serious accidents such as fatal accidents are occurring continuously, management in the construction industry is a socially unstable perception, an axis of unfair or poor construction, an industry rife with corruption, an unethical industry, and a 3D industry, so employment occupations are subject to surveys.It can be said to be an industry that is avoided. Analyzing the types of statistical safety accidents at construction industry sites, subdividing them by field, establishing preventive measures to reduce construction industry accidents, analyzing the complex disaster characteristics of the construction industry and the actual safety accident status, and analyzing corporate management, management standards, and work We can talk about the importance of roles and participation ranging from issues such as the environment and worker safety behavior and occupational safety and health laws to the Ministry of Employment and Labor, Korea Occupational Safety and Health Agency, construction industry managers, and small-scale professional construction workers.
