지역성을 고려한 도시건축물의 경관평가 개선방안 연구

Abstract

Since the creation of the 「Landscape Act」 in 2007, the history, culture, environment, social persistence, placeness, and regionality of urban space have been evaluated as important factors in managing the local landscape, and the Landscape Act of 2015 has been revised. Although urban areas and historical and cultural landscapes of the country have changed positively over the past 10 years since the revision of the Landscape Act, the standards and guidelines are still insufficient to capture the characteristics of regional landscapes. The local landscape is the combination of nature and human life, and despite the long-term formation of the result, the planning and evaluation of the landscape projects that are actually being executed in the municipality are different by field, scale, and business entity. The more diverse the business is, the higher the risk that the value of the existing long-established regional landscape and even the existing advantages will diminish. In this regard, the biggest problem in the formation of the urban landscape is the landscape of the apartment housing complex, which has been pointed out for a long time. The uniformity of the apartment housing landscape has been pointed out as a cause of social problems such as the uniformity of life and the loss of local identity beyond the aesthetic problems of the urban landscape. Therefore, the purpose of this study is to explore ways to improve landscape evaluation for planning, consideration, and management of local identity in developing the architectural landscape of the region. In particular, the current status of the planning and consideration of the apartment housing landscape evaluation case of the landscape project construction part in Gwangju will be examined. In order to create a sustainable and attractive local landscape, the city of Gwangju will be examined for regionality that should be considered for landscape creation. In addition, by applying regionality to the checklist, the purpose of this study is to present an evaluation plan that administrative experts can accept and utilize. The method of this research is as follows. In Chapters 2 and 3, a theoretical examination of a method of improving the architectural landscape evaluation of apartment housing considering the regionality of Gwangju City is analyzed through literature review on the urban landscape and apartment housing landscape. In Chapter 4, for case analysis of the study, 10 apartment houses were investigated for the current conditions of the apartment housing architectural landscape in Gwangju City. Chapter 5 contains expert surveys for research evaluation. Chapter 6 presents suggestions and results of the study. In Chapter 2, through the theoretical consideration of the urban landscape elements and the apartment house landscape elements, 'apartment housing architectural landscape elements' were classified into three categories, which were humanistic landscape, physical complex external landscape, and physical complex internal landscape. A total of 15 items were identified. In addition, based on the factors derived earlier, the status of the apartment housing landscape checklist of six municipalities, along with domestic and foreign apartment housing landscape issues were analyzed. In Chapter 3, based on an understanding of regionality, the relationship between apartment housing has been identified and the four types of regionality, such as nature, history, culture, life, and the method of expression of regionality were examined. As a natural expression of regionality, continuity with surrounding natural elements was important, and as a historical expression, the preservation of historical assets, the pattern and design expression of symbolism were important. In addition, cultural elements required the construction of a space to enjoy cultural content, along with the connection of living elements to the surrounding SOCS to improve the quality of life of the community. In Chapter 4, the planning consideration and consideration evaluation contents of a total of 10 apartment housing landscape consideration cases were analyzed according to 'apartment housing landscape elements'. In the external landscape of the physical complex, consideration of elevation patterns, materials, and colors accounted for the biggest part of the content. In addition, in the internal landscape of the physical complex, the landscaping and pedestrian/parking areas of the open space took a big part of the consideration. Based on the contents, as a result of investigating the relevance between the apartment housing landscape evaluation and regional characteristics, centering on Dong-gu, Gwangju Metropolitan City, it was found that the consideration and evaluation related to regional characteristics such as Mudeungsan, ACC, and Gwangju 5.18 cultural contents were conducted. In Chapter 5, the study evaluation, an expert survey examined the importance and priority of each element of the apartment housing landscape elements derived from this study in order to verify the contents of Chapter 4 of the case analysis consideration. By conducting a survey on the relationship between the apartment housing landscape and regional characteristics, experts concluded that in assessing the apartment housing landscape, the skyline and views of the external landscape of the physical complex, the overall axis, the pattern, material, and color of the surface are important, and the public notice is important in the internal landscape of the physical complex. Through this research process, the overall contents of the study were synthesized in the conclusion of the study. As a plan to improve the architectural landscape evaluation of apartment housing considering the regionality of Gwangju Metropolitan City, a plan to improve the architectural landscape review checklist considering regionality and a plan to improve the architectural landscape guideline for apartment housing were presented. The architectural landscape of apartment houses not only enhances the architectural form of the complex, the aesthetics, and the quality of the living space but also utilizes and connects various scenic resources of the region along with the surrounding environment of the complex. Therefore, it was found important to form a relationship between the overall landscape image of the region and the apartment house landscape.| 경관법은 2007년 「경관법」 제정 이후 도시공간의 역사, 문화, 환경, 사회적 지속성과 장소성, 지역성 또한 지역경관을 관리하는 중요한 요소로 평가되어지면서 2015년에 개정되었다. 경관법의 재개정 이후 지난 10년 동안 국토의 시가지와 역사문화 경관이 긍정적으로 변해가고 있으나, 지역경관의 특성을 담아내기에는 여전히 그 기준과 지침이 미흡한 실정이다. 지역의 경관은 자연과 인간생활영역의 총체이며, 장기간 형성되는 결과임에도 불구하고 실제적으로 지자체에서 실행되고 있는 경관사업의 계획 및 평가는 분야별, 규모별, 사업주체별로 상이하게 진행되다보니 사업이 다양하게 진행될수록 기존에 장기간 형성된 지역경관의 가치 및 기존에 가지고 있던 장점마저도 퇴색될 우려가 높다. 이러한 점에서 공동주택 단지 경관은 도시경관의 형성에 있어 가장 큰 문제로 오랜 시간 지적되어온 부분이다. 공동주택 경관의 획일화는 도시경관의 심미적인 문제를 넘어 생활의 획일화, 지역의 정체성 상실 등의 사회적 문제를 야기하는 원인으로 지적되고 있다. 따라서 본 연구의 목적은 지역의 건축경관을 구축함에 있어 지역의 정체성을 고려한 계획과 심의, 관리를 위한 경관평가 개선방안을 모색하고자 한다. 특히, 광주광역시의 경관사업 중 건축 부분의 공동주택 경관평가 사례의 계획과 심의 내용의 현황을 살펴본다. 이를 통해 광주광역시가 지속가능하고 매력 있는 지역경관 창출을 위해 고려해야하는 지역성을 고찰하여 이를 체크리스트에 적용 활용함으로써 행정과 다양한 전문가들이 공감하고 활용 할 수 있는 평가 방안을 제시하고자 한다. 광주광역시의 지역성을 고려한 공동주택의 건축 경관평가 개선방안을 제시하기 위한 연구의 방법은 크게 2장과 3장의 이론적 고찰을 위한 도시경관 및 공동주택 경관에 대한 문헌연구 및 사례연구와 4장의 광주광역시 공동주택 건축 경관 현황조사를 위한 공동주택 10곳의 사례분석, 5장의 연구평가를 위한 전문가 설문조사, 6장의 연구제언 및 결과 도출로 진행하였다. 연구 결과로써 2장 도시건축물의 경관평가에서는 도시경관 요소 및 공동주택 경관요소에 대한 이론적 고찰을 통해 ‘공동주택 건축 경관 요소’로써, 인문학적 경관, 물리적 단지 외부경관, 물리적 단지 내부경관으로 3개 부분 15개 항목을 도출해 낼 수 있었다. 또한, 앞서 도출한 요소들을 토대로 6개 지자체별 공동주택 경관 체크리스트의 현황을 분석하고, 국내·외 공동주택 경관 이슈를 살펴보았다. 3장 지역성과 공동주택 경관에서는 지역성에 대한 이해를 바탕으로 공동주택과의 관계를 파악하고 지역성의 유형을 자연, 역사, 문화, 생활 4가지로 구분하여 지역성의 표현방법을 고찰하였다. 지역성의 자연적 표현으로는 주변 자연요소와의 연속성이 중요하며, 역사적 표현으로는 역사적 자산의 보존 및 상징성의 패턴적, 디자인적 표현이 중요했다. 또한, 문화적 요소로는 문화적 콘텐츠를 향유할 수 있는 공간 구성이 필요했으며, 생활적 요소로는 커뮤니티의 삶의 질을 향상 시킬 수 있도록 주변 생활 SOC와의 연계가 필요했다. 4장 광주광역시 공동주택 경관평가 현황에서는 총 10개의 공동주택 경관심의 사례의 계획심의도서와 심의평가 내용을 ‘공동주택 경관 요소별’로 분석한 결과 인문학적 경관에서는 경관유형별 특성에 대한 심의평가 내용이 많았으며, 물리적 단지 외부경관에서는 입면 패턴·재료·색채에 대한 심의가 가장 많은 내용을 차지하였다. 그리고 물리적 단지 내부경관에서는 공개공지의 조경 및 보행·주차부분에 대한 심의 내용이 많은 부분을 차지하였다. 다음으로 이러한 심의내용을 토대로 광주광역시 동구를 중심으로 공동주택 경관 평가와 지역성과의 연관성을 조사한 결과 무등산과 ACC, 광주 5.18 문화콘텐츠 등 지역성과 관련된 심의평가가 진행되었음을 알 수 있었다. 5장의 연구 평가에서는 4장의 사례분석 심의내용을 검증하기 위한 전문가 설문조사로 본 연구에서 도출한 공동주택 건축 경관 요소별 중요도와 우선순위를 조사하였으며, 공동주택 경관과 지역성과의 관계에 대한 설문을 진행함으로써, 전문가들은 공동주택 경관 평가에 있어 물리적 단지 외부경관의 스카이라인과 조망·통경축, 입면의 패턴, 재료, 색채를 중요시하며, 물리적 단지 내부경관에서는 공개공지를 중요하게 평가함을 알 수 있었다. 이러한 연구과정을 통해 연구 결론에서는 연구의 전체적인 내용을 종합하여 광주광역시의 지역성을 고려한 공동주택 건축 경관평가 개선방안으로 지역성을 고려한 건축 경관심의 체크리스트 개선방안, 공동주택 건축경관 가이드라인 개선방안을 제시하였다. 공동주택 건축 경관은 단지의 건축적인 형태와 생활공간의 미관적, 질적 향상뿐만 아니라 단지 주변환경과 더불어 지역의 다양한 경관적 자원을 활용 및 연계하고 있다. 따라서 지역의 전체적인 경관 이미지와 공동주택 경관과의 관계를 형성하는 것이 중요하다는 것을 알 수 있었다.
