메가 스포츠이벤트의 성공적 개최를 위한 스포츠 거버넌스 구축 방안

Abstract

본 연구는 메가 스포츠이벤트의 성공적 개최를 위해 거버넌스의 선진화 방안을 강구하여 종합적인 거버넌스 구축 모델을 제시하는데 목적을 두고 있다. 현실적이고 실질적인 결과를 도출하기 위해 비교적 최근에 개최된 2014 인천아시아경기대회, 2015 광주하계유니버시아드대회, 2018 평창동계올림픽대회, 2019 광주세계수영선수권대회를 대상으로 문헌조사를 실시하였고 각 대회의 개최효과, 유치전략, 지원법, 대회 재정관리, 대회 조직, 지원체계 등을 면밀히 분석하였다. 본 연구의 목적을 성공적으로 달성하기 위해 분석된 결과를 바탕으로 SWOT 분석과 VRIO 평가를 실시하였고 이를 통해 지방자치단체, 조직위원회, 정부부처 관점으로 나뉘어 결과가 도출되었다. 먼저 메가 스포츠이벤트의 성공적 개최를 위한 지방자치단체의 관점의 구축 방안으로는 대회의 유형 선정, 공동개최 방안 마련, 가치지향적인 유치 공약 마련, 민관정 협의체 구성, 신축 경기장의 사후활용 방안 마련 등이 전략적인 방안으로 제시되었다. 두 번째로 조직위원회 관점의 거버넌스 구축 방안으로는 재정전문가의 선임, 전문성 강화 방안, 파견공무원의 처우 개선, 전문직의 채용 확대, 철저한 사후평가 실시가 도출되었고, 마지막으로 정부부처 관점의 구축 방안으로는 유치위원회의 관리, 감독 강화, 공공기관 및 민간기업의 재정적 지원 여건 마련, 민간 전문가 네트워크 구성, 사전타당성 조사의 현실화, 사후평가 제도의 개선, 사전 주민투표 실시 의무화 방안 등이 전략적 방안으로 제시되었다.| The purpose of this study is to suggest a comprehensive governance model to host successful mega sporting events in Korea by establishing good governance and seek solutions to improve the system of bidding, organising and operating the international sporting events. The main method used in this study is literature research and the recent mega sporting events such as 2014 Incheon Asian Games, 2015 Gwangju Summer Universiade, PyeongChang 2018 Olympic Winter Games, and Gwangju 2019 World Aquatics Championships were examined to present realistic results of the research. In-depth analysis on the impacts and the governance of these Games has carried out, then SWOT and VRIO analysis were conducted. The results obtained through this research can be divided into the perspectives of local government, organizing committees, and central government. First, in order to establish governance of local governments, strategic measures such as ‘selecting the types of international sporting events’, ‘co-hosting plans’, ‘bidding pledges’, ‘hosting strategies’, ‘inducing local resident’s agreement’ and ‘preparation of post-facility utilization’ are suggested. Secondly, in the perspective of organising committee, measures for effective financial management, many-sided strategies for workforce management and the importance of post-evaluation are suggested. Lastly, in order to establish governance of central government specific measures such as the importance of management and supervision of bidding committee, improvement of public and private financial support, management of human legacy, realisation of preliminary feasibility study, an enhanced measure of post-evaluation and imposition of the resident voting system are suggested.
