Abstract
The purpose of this study is to present directions for major employment policies for characterization high schools that allow students to go to those schools suitable for their aptitude instead of studying for college. The research questions of this study are as follows.
First, what is the student's perception of the government's employment program and vocational education for characterization high schools? Second, what are the perceptions of career paths for students who choose characterization high schools?
Third, what is the operation status of characterization high schools in Ulsan?
This study collected and analyzed various documents and statistical data from schools on the educational conditions, employment rates, and curriculum of Meister High School and general characterization high schools in Ulsan.
This study also conducted a survey on 320 students of characterization high schools, including meister high school, general characterization high school, of which 312 valid questionnaires were collected and used for analysis. The results of this study are summarized as follows.
Previous governments' policies related to Characterization high schools have changed according to the industrial structure. Since the mid-1990s, the college entrance rate has been high due to the advent of the knowledge industry society, and in 2010, 73% of high school graduates went to college. As a result, the identity problem of characterization high schools occurred, and at the same time, the unemployment rate of highly educated young people increased. The government promoted various policies to strengthen the employment capacity of characterization high schools. Accordingly, the employment rate of high school graduates reached 47% in 2015, showing that the employment culture of high school graduates was spreading. Due to various characterization high school employment policies and meister high school promotion policies, the employment rate of graduates from vocational high schools surpassed the enrollment rate.
The employment results of characterization high school students were expected to improve when the government's high school graduation employment policy continued with the government's policy implementation, as well as corporate participation, changes in public awareness, and social interest. In addition, it was recognized that when the government provided various policies, continuous interest, and support, a high school graduate employment culture would be established in our society. It was considered more important to have the skills rather than to have a high education level and high specifications for the employment conditions of high school graduates.
