Abstract

In 2017, the National Fire Agency has been opened as an independent agency and expanded its fire fighters, but discussions on the pros and cons of national fire officials continued and public consensus was formed on the "National Fire Service" in Gangwon-do on April 4, 2019. As a result, on April 1, 2021, more than 52,500 fire fighters have been operating under a dual system of state and local officials for the first time in 47 years since the enactment of the Local Public Officials Act 1973. Based on the stability of the organization, the government intends to put public safety first by narrowing the gap in fire fighting services by region and strengthening the nation's ability to respond to major disasters. Fire officials have now officially changed their status to state posts in April 2020. The reality of the fire department is that it is currently entrusted to the city and provincial governors to manage manpower. As a result, fire fighting activities, first aid, rescue activities, and life safety activities, which result in regional deviations, were not a pan-national response, while educational institutions that train fire fighters were operated by region. The deviation of manpower and budget from region to region means the deviation of fire services provided by fire officials from region to region, which also violates the basic rights of the people to be equal by the deviation of basic services provided by the nation. The national position of fire fighting will be a day when all citizens will receive equal fire service, and it will be a day when the safety of the Korean people will take a step further. Article 6 of the Fire Service Act, 'Fire fighting Decree or higher' is appointed by the president. Fire police officers or less shall be appointed by the head of the National Fire Agency, but may delegate some of the president's appointment rights to the head of the fire department or the governor of the city or province. Article 11 Only when the wording delegating authority to the city and provincial governors is deleted and welfare benefits for fire officials, appointment of fire officials, and training for fire officials based on common standards across the country will the full national position of fire officials be realized. It is expected that the entire nation will be able to experience national fire officials and the public will be able to experience the change of the Fire Service Act, recruitment of personnel, and improvement of the welfare of fire fighters. The national position of fire officials began in April 2020, but the full state position is still in the beginning stage. Not only fire officials but also the people's national interest is needed, so research and support for the full national position of fire officials is needed.
