해외 건설공사의 국가리스크 핵심요인 도출에 기초한 공사비 변동성 산정

Abstract

한국의 건설 산업 성장률은 2018년 이후 지속해서 GDP 성장률을 밑돌고 있고 건설수주와 건설투자는 지속적으로 감소함에 따라 국내건설기업이 어려움을 겪고 있다. 국내 건설기업은 침체한 국내시장의 불황에서 벗어나기 위한 해결책으로 해외건설시장에서 돌파구를 마련하려는 노력을 강화하고 있다. 해외건설시장 중에서 북극권 석유 및 가스산업은 미래 에너지 개발 지역으로서 중•장기적으로 시장 확대가 전망되어, 정부에서도 에너지 개발, 플랜트, 해상운송 등 파급 효과가 높은 산업을 중심으로 국내기업의 북극권 개발 참여 기회를 높이려 다각적인 정책을 추진하고 있다. 하지만 한국 건설기업은 북극지역 사업경험이 부족하고, 지난 수십 년간 경험했던 중동 및 동남아 건설시장과는 전혀 다른 환경이기 때문에 성공적인 공사수행의 가장 기본적인 척도인 리스크 식별 및 관리에 큰 불확실성을 가지고 있다. 이에 본 연구에서는 지역별(북극지역, 중동지역, 아시아지역) 해외건설공사 리스크에 대한 비교분석을 위하여 리스크를 계층화하고, 도출된 리스크요인에 대하여 PI 중요도평가를 활용한 전문가 대상 설문을 실시하여 그 특징을 비교하여 보았다. 또한 통계적 타당성 확보 및 지역별 설문응답자 집단 간에는 어떤 차이가 있는지 등을 검증하기 위하여 T검정을 실시하였다. 본 연구는 PI 중요도 평가를 통해 리스크를 정략적으로 산출하여 결론을 도출하였다는데 의의가 있다. 지금까지 선행 연구는 기존 진출지역인 중동지역과 아시아지역 분석에 국한되어있었으나, 신시장인 북극권역과 기존 진출지역인 중동과 아시아지역의 비교분석을 통해 그 차이를 제시하였다는데 의미가 있다. 본 연구 결과는 향후 북극권역 건설사업 특성에 맞는 리스크관리 전략 수립 및 평가모델 구축을 위한 기초자료로 활용 가능할 것으로 기대된다.| The growth rate of the Korean construction industry has been below GDP growth rate since 2018, and construction companies are struggling due to the continuous decline in construction orders and investment. Korean construction companies are improving efforts to make breakthroughs in overseas construction markets as a solution to overcome the sluggish domestic market. As the overseas construction market is expected to expand, particularly the Arctic oil and gas industry, the government is aiming to increase opportunities for domestic companies to participate in Arctic development, in industries such as energy development, plant, and marine transportation. However, there is uncertainty around construction costs, the most basic measure of successful construction, since Korean construction companies are lack of business experience in the Arctic, and the environment is entirely different from the Middle East and Southeast Asian construction markets, where Korean companies have decades of experience. This study used a questionnaire to identify and prioritize the risk factors associated with particular regions in order to minimize loss and maximize profit in the Arctic construction market. In addition, t-test was conducted to ensure statistical feasibility and verify differences among the respondent groups. This study quantified risk factors through PI importance assessments. While prior studies have analyzed the Middle East and Asia, this study presents a comparative analysis of the Middle East region, an existing market, and the Arctic region, a future energy market. The results of this study will be useful for establishing risk management strategies and evaluation models for prospective construction projects in the Arctic region.
