농촌발전에 있어서 장소성을 고려한 마을회관의 복합적인 개선방안 연구

Abstract

현재 농촌 지역에서 마을회관이 갖는 의미와 기능은 변화되었으나 여전히 가장 중요한 공동시설로 인식되고 있다. 따라서 본 연구는 농촌 지역의 변화와요구를 반영하고 마을회관이 갖는 중요한 장소적 공간으로서의 제 기능을 극대화하기 위해서 회관의 이용실태 및 활용방안, 물리적 공간 구성에 관하여 파악하고자 시작되었다. 따라서 본 연구의 목적은 최근 진행된 마을의 정비사례들을 대상으로 커뮤니티 증진을위한 장소적 관점에서의 마을회관의 기능과 현황을조사하고 발전적인 개선방안을 제시하는 것이다. 따라서 본 논문의 연구방법은 다음과 같이 이행하였다. 문헌 검토를 통해 기본적인 농촌에 대한 개념이해와 농촌 마을 센터에 관한 기존 연구를 종합적으로검토하고 분석하였다. 이미 마을회관 사업이 진행된 4 개의 사례를 중심으로 이론적 고찰에서 제시된 3가지관점에서 각각의 사례들을 분석해 보았다. 연구 결과및 내용은 다음과 같다. 첫째 장소성을 형성하는 가장중요한 물리적 요소 측면에서는 기존의 저조한 접근성이 보완되어 공간의 용도와 가치를 잘 전달하는 공간조성이 필요했다. 둘째, 행태적 요소로는 농촌 지역의 거점교류공간으로서의 지속가능한 연속성을 위한다양한 프로그램이 필요했다. 셋째, 주민들의 기억과다양한 자원들을 수집하여 공간의 장소성을 극대화할 수 있는 구체적인 기록 작업들이 수행되어야 함을파악할 수 있었다. 이러한 연구결과를 바탕으로 농촌발전을 담당하고있는 농림부와 지역개발학을 비롯한 다양한 분야의 전문가들이 서로 상생하고 협업을 해야 사업은 성공적일 수 있다고 기대한다.

At present, the meaning and function of the town hall in rural areas has changed, but it is still recognized as the most important communal facility. This study was started to research the functions and usage status, and physical space composition of village halls. Therefore, the research method of this paper proceeded as follows. Through literature, the basic conceptual understanding of rural areas and existing research on village centers were comprehensively reviewed and analyzed. I analyzed each case from three perspectives presented in the theoretical considerations, focusing on four cases where the town hall project was already conducted. This study examined basic understanding of rural areas. and the concept of village hall, the change of appearance and function according to the promotion of related policies were reviewed. And based on the four village halls in which the project was conducted. The results and contents of the study are as follows. First, in terms of the most important physical elements that form placeness, the existing poor accessibility is complemented and space composition that conveys the purpose and value of space is needed. Second, as a behavioral factor, various programs were needed for sustainable continuity as a base exchange space in rural areas. Third, it was possible to understand that specific recording works should be performed to maximize the placeness of the space by collecting the residents' memories and various resources. Based on the results, it is expected that experts in various fields, including the Ministry of Agriculture and Forestry in charge of rural development, and regional development studies, will need to win-win and collaborate to succee
