공동주택 주민 화재 대응역량 평가요소에 대한 인지도 조사

Abstract

대한민국은 80년대 급격한 산업화로 도시와 농촌을 가릴 것 없이 공동주택이 활발히 공급되면서 현재는 전 국민의 70% 이상이 공동주택에 거주하고 있다. 하지만 이때 공급된 아파트의 노후화가 급속도로 진행되면서 준공 후 30년 이상 된 노후 아파트가 2019년 전국에 100만호를 넘어서 2020년부터 더욱 가파르게 증가하여 2025년에는 6배 이상 증가할 것으로 보여 진다. 공동주택의 노후화가 시작되면서 물리적으로 취약성이 높아지고, 거주민의 안전 불감증 등의 원인으로 지진과 태풍, 화재 등 재난으로 인한 피해가 급증하고 있다. 따라서 본 연구의 목적은 국민 대다수가 거주하고 있는 공동주택에서 매년 발생하여 엄청난 경제적 손실과 사상자를 발생시키는 화재 재난을 대응하기 위한 주민의 안전역량을 평가하기 위한 요소를 도출하여, 각 요소에 대한 현재 공동주택에 거주하는 주민들의 인식도를 조사하고자 한다. 연구방법으로는 첫째, 국내 공동주택에서 발생한 화재 재난 사례조사를 통해 화재 발생원인 및 주민과 공동체의 대응 문제점을 분석한다. 둘째, 문제점의 해결 방안으로써 공동주택 주민들의 화재 대응역량 강화를 위해 필요한 요소를 공동주택의 화재 발생 대응 단계에 따라 물리적, 제도적, 인적 요소로 분류한다. 셋째, 공동주택 주민의 화재 대응역량 평가 요소를 도출된 각 항목별로 공동주택에 주민을 대상으로 인식도 조사를 실시하여, 현재 공동주택 주민들의 화재 대응역량의 문제점을 파악하고자 한다.

After radical development of city from 1970 to 1980 took place in Korea, most of cities experience deterioration of city’s infrastructure. Also, safety ignorance among Korean is another serious problem, which make citizen vulnerable to disaster particularly in dense urban areas. As most apartment houses are being worn out, safety problem caused deterioration of facility and equipment is being serious. In such a place, when unexpected disaster occurs, degree of damage is hard to predict because of characteristic of apartment house, and types of damage could happen in a variety of aspects. Disaster usually occurs when accumulated dangerous factors can be intolerable state from sudden shock, so responsive ability to various types of disaster is required through cooperation with community of apartment house to prevent accumulation of dangerous factors before disaster happens.
