A Study on the Operational Status and Current Status of Culture and Arts Education

The purpose of this study is to find out the status of the operation of cultural and artistic education support projects and the actual status of education sites. To this end, data was collected through in-depth interviews with art instructors who participated in social, cultural and arts education projects, and the results were analyzed and proposed.
First, uniformity in the form of cooperative classes recommended by the Korea Culture, Arts and Education Promotion Agency, the main body of the support project for cultural and arts education, and in the form of cooperative classes at actual sites are needed. It specifies that cooperative classes at the Korea Culture and Arts Education Agency will be conducted in cooperation throughout the class, from the planning stage of the class to the goal of the class and the progress of the class. This effectively conveys the educational knowledge of teachers and artistic knowledge of art instructors to learners. However, the results through in-depth interviews showed that classes are held at the beginning of the semester, but classes are conducted exclusively by art instructors. Therefore, the researcher analyzes that it is necessary to raise awareness of cooperative classes between teachers and art instructors, and proposes compulsory education training on collaborative classes that are shared by teachers and art instructors.
Second, the evaluation of projects supporting school culture and arts education and social and cultural arts education is being conducted differently. The main body of school and social culture and arts education is the Korea Culture and Arts Education Agency, but the system of evaluation is also different because the actual operating institutions are different. The evaluation of the social culture and arts education support project is conducted through the on-site assessment in the form of feedback and written evaluations by agency personnel, learners and art instructors. It is being conducted for the development of art instructors and welfare institutions and social culture and arts education support projects. But evaluations of projects supporting school culture and arts education have not been carried out since 2016. Therefore, this researcher suggests that the Korea Culture and Arts Promotion Agency should take charge of the main body and operation of the school culture and arts education support projects and social culture and arts education support projects.
Third, for the continuity and qualitative growth of culture and arts education, the stability of employment of art instructors is necessary. Schools and social, cultural and arts instructors who participated in the study said they most hope to ease the anxiety of employment. Therefore, the researcher suggests that the government and officials of culture, arts and education need to consult on 12-month employment contracts and arms contracts of schools and social, cultural and arts instructors.
