인터넷 윤리교육을 위한 개선방안

Abstract

컴퓨터와 인터넷이 바야흐로 세상을 바꾸고 있다. AFP통신이 미국의 시장조사 전문업체 스트래티지 애널리틱스의 발표자료를 인용해 보도한 내용을 따르면, 한국은 2009년 기준 광대역 인터넷의 가구 보급률이 95%로 1위를 차지했고 2009년과 2013년 사이에 연간 15% 속도로 성장할 것으로 전망했다. 특히 청소년들의 인터넷 이용률은 97%에 달하며 엄청난 양적인 팽창 속도를 보이고 있다. 이렇게 한국은 외양적으로는 인터넷 강국이라는 왕관을 쓰고 있지만 정작 그 내면을 살펴보면 음란물 사이트와 폭력적인 영상물, 불법 게임 등이 누구든 손쉽게 접근할 수 있도록 노출되어 있으며 익명성을 이용한 인격 모독과 불특정 다수에게 보내는 스팸, 인터넷 중독 등의 현상은 우리를 부끄럽게 한다 1989년에 본격적으로 시작된 교육정보화는 학교에 컴퓨터를 보급하고 컴퓨터 교육과정을 개설하고 교육용 소프트웨어 개발 등과 같은 활동에 주력해 왔고 특히 컴퓨터 시설을 구축하는데 막대한 예산을 집행해 왔다. 그 결과 교육정보화 정책 시작 30여 년이 지난 지금, 제7차 교육과정 안에서 인터넷 윤리에 대한 교육은 인간적이고 도덕적인 가치를 풍부하게 담고 있는가에 대한 의문이 생긴다. 청소년들이 컴퓨터를 잘 다룰 수 있는 능력만큼 인터넷 안에서의 삶을 바람직하게 영위할 수 있는 풍부한 교육이 이뤄지고 있는 것일까? 만약 그렇지 못하다면 우리는 앞으로 청소년들이 바람직한 인터넷 윤리를 익히고 부정적인 면을 극복하게 하기 위한 개선점을 찾아야한다. 인터넷 윤리교육은 이 시대 꼭 필요한 필수교육으로 건전한 정보사회에서 생활하기 위해 사회기관과 학교는 물론 가정에서 가장 먼저 추진해야 할 과제이자 생활교육이다. 청소년들이 겪고 있는 인터넷 세상 속 윤리적 혼란을 없애기 위해서는 윤리적 행동 규범을 정립해주어야 한다. 청소년에게 도덕성과 자율성을 확립해 주어야 하는 것이다.

이에 그치지 않고 우리는 앞으로도 인터넷 윤리와 관련해 꾸준히 개선방안을 고려하고 함께 고민함으로써 우리의 미래의 청소년들에게 건전한 정보 사회를 만들어주기 위해 계속적인 노력을 해야겠다.|The computer and internet change the world. It will grow 15% per year by 2013. Especially the internet usage rate has tremendous quantitative expansion about 97% for young people. Superficially, Korea wear crown of the internet powerhouse, but in a reality, anyone easy to contact pornographic services, violent Medias, and illegal games. Also it makes us shame to the character assassination by anonymity, spam for many and unspecified persons, and internet addiction. In 1989, ICT(Information and Communication Technology) education began to expand computer, computer training system, and educational activities such as education software in the school. The constructing of the computer facility is the main focus which spend huge budget. After 30 years of ICT education policy, as a result the internet ethics education has questions that include the human and moral values in the 7th Training course. Is it helped to find the way to accomplish desirable life as the ability to use computer for young people? If they are not, we should find the way to overcome the negative aspect as improvements and solutions. The internet ethics education is the first step at home to live in the healthy information society, and it is required subjects and life education. It is need to establish morality, autonomy, and ethical behavior rule to clean up the ethical mess which young people experience in the internet world. In addition, we need to make a ceaseless effort to give healthy information society for young people in the future through improvement of problems constantly.
