Abstract

This study aims to find out historical meanings of football playthrough seeing change of play rules ― how the rules has been changed, what the change has made and result in. The period of study is divided into two branches ― one is before the FIFA foundation, the other is after the FIFA foundation. The study shows play rules before FA association set basic rules in 1863, rules from representatives of 11 football clubs in London between 1863 and 1903, play rules after FIFA was made between 1904 and 1929, and football rules of World Cup event held every 4 years under the control of FIFA from 1930 to 2002 or after. Before the FIFA was established ( ~ 1903), football was a kind of play not a sport as it is now. At that times, football as a sort of play was played in Schools or large empty grounds so some certainroles such as the number of players, size of ground and a referee didn’t have restriction and was only the third factor. The plays followed voluntary restraint. After FIFA had been organized (1904 ~ 2002) and FIFA was established in 1904, soccer was officially adopted as a item in London Olympic Games and played internationally. In 1913 FIFA became a member of IFAB and it made FIFA be powerful. The transition of soccer play rules demonstrated that a play came to go through some stage of sports and institutionalization of game rules made soccer be known the world over. These change was encouragement to create World Cup tantamount to Olympic Games as well asan important role to bring development of all sports. To be an international football game and make it better,we need to find out right play rules than thoughtless revision only for popularity. This must be a way to get interested in football games from people and be one of the most popular sports.
