Abstract

Since the sound development of small and medium-sized firms is the cornerstone for the development of national economy and society, advanced contries have made continued efforts to help small and medium-sized firms and the small and medium-sized firms together with economic growth, which are encouraged by at have been developing. That is to say, as the small and medium-sized firms perform a very important role in the development of global economy and the actualization of domestic economy, it can be seen that the common perception is formed in the positive nurture of small and medium-sized firms even globally. Korea economy passed through the stage of high economic growth and made a remarkable progress, but the small and medium-sized firms the foundation for continued growth of national economy have become vulnerable as a result of executing the economic policy centered on the big corporations, inequalities have been expanded between regions, between sectors and between the strata of income due to one-sided support for special sectors, and overall economic efficiency has been diminished in society. As the small and medium-sized firms like this have been excluded from the mechanism of growth, the small and medium-sized firms have gradually lost the base for their existence, and the gap between the standing of the minor firms and that of the big corporations has been deepened. For this reason the minor firms came to lose their own role in economic policy as explained before hand in various fields. Even if the minor firms are inferior to the big corporation at various uspects of capital management and technology, the small and medium-sized firms have contributed to the increase of employment and production more greatly than the big corporations. The weight that the minor firms are given in national economy, together with the highly-advance of industrial structure have gradually increased, and the role of the small and medium-sized firms in national economy has increasingly become important, but it is still poorer than the advanced countries. Confronted with the times of high wage and the period of the superiority of technology, the minor firms are coping with the circumstances of productivity and the technological development further than any other period, but the policy of governmental support for the minor firms have not been carried out efficiently for that time, and so the small and medium-sized firms are undergoing great difficulties further on a base of vulnerable management than the big corporations. The policy of preservation and support for the small and medium-sized firms should begin with the correction of in unequal relationship, and the true systematization of business will have to be achieved further. This not only is momentous for the strengthening of the competitiveness of small and medium-sized firms but also the issue that should necessarily be established also for the correct growth of big corporations. The policy of support for the small and medium-sized firms have to be directed toward continuing to reinforce and facilitate the instrument of policy for small and medium-sized firms such as the securing of business domain and the relieving of various kinds of regulations so that the expansion of support and foundation focusing on small and medium-sized firms and business activities can smoothly be carried out, as well as the recovery corporate will around manufacturing business and the strengthening of competition force for minor firms through technological development. Accordingly, in carring forward the comprehensive policy of economy, it will proceed to harmonize so that the economic stability can not collapse due to the forwarding of the economic policy with priority given to economic growth and the policy will have to be forward so that small and medium-sized firms can nat be isolated. It is as important as ever that small and medium-sized firms will contribute to economic stability indeed.
