Abstract

Ryu Hyung-Won suggested wide-ranging reform plans on the legislative system relating to the education, science, on the basis of his practical analysis and criticism on all the contradictions raised at that period. 『Bankyesurok』 written by Ryu Hyung-Won roughly between 1652 and 1670, mainly dealing with his plans intensively, is now considered as the masterpiece showing the changes in the late Chosun society. Originally 'Surok' means the frequently and roughly written journals while reading and comprehending books of all times. However, he suggested detailed counterplans and reforms on politic, economic and social issues in his writing. Besides his ideas such as how progressive he was, how practical he was and how he wanted to change laws to renew the country are clearly stated through the book. According to him, the priority to realize his ideas was the reorganization of Hyangchon society. Along with that he paid attention to the reform of ruling structure ; the reform of Gunhyeon System, which was once functioned to ease the ruling by politicians. As stated by him, the reorganization of Hyangchon society and the reform of Gunhyeon System should be achieved simultaneously and as a whole. Without one of these the reform could not be realized. It is clearly confirmed through his quotation of Gunhyeon System several times in his writing apart from social reform plans. New society what Ryu Hyung-Won hoped for was rather progressive and practical. To realize his hope, he insisted that the laws should be changed in a way that would make a better society. The thesis deals with Ryu Hyung-Won’s progressive ideas against conservative society at that time via 『Bangyesurok』 Going over his writing and his understanding of the laws, his constitutional government is going to be taken into consideration with the focus on its organization along with what his reforms were intended to and what the aims were. By comparing his unfinished work , Gunhyeon System, his progressiveness and his efforts to change the laws will be mainly dealt with.
