Abstract

Due to the increasing size of trade and the expansion of free trade, customs barriers, which were traditional trade regulations, are gradually decreasing. The invisible non-tariff barriers are increasing in various forms as the independence of the domestic industry becomes difficult due to the increase in imports. Due to the increased awareness of product quality assurance and environmental protection, each country has introduced various product quality certification systems and technical standards, increasing Technical Barriers to Trade. Countries continue to develop the form of trade technology barriers to protect their industries. The barriers to trade technology are increasing the effect of restrictions on China's export trade. In this situation, Chinese companies need to take measures to counter the trade technology barriers in international trade in order to grow in the long term. Therefore, it presented a countermeasure of the Chinese government, Chinese enterprises, and industry associations along with a systematic response strategy on how to solve obstacles and problems faced by China's trade technology barriers. First, China's problems with the trade technology barrier are as follows. First is the inefficiency of technical regulations and standardization systems. Second, the uncertainty of conformity assessment. Third, lack of transparency. Fourth, inconsistency with international standards. The government's countermeasures are as follows. First, it is to prepare and maintain international technical regulations and standards-related laws and regulations. Second is the use of specific trade issues. Third is the use of regionalism agreements. Fourth, to secure the reliability of the quality certification system and conformity determination procedures. Fifth, the use of efficient dispute resolution procedures. Sixth, it is to foster trade experts and strengthen response skills. Seventh is the understanding and prevention of trade technology barriers. Eighth, securing transparency and establishing management mechanisms. The company's countermeasures are as follows. First, it is to raise awareness about standardization and to use the quality certification system. Second is information exchange and collection for the use of the TBT agreement. Third, technology development and various market strategies are established. Fourth, technological development and competitiveness enhancement. Fifth, it is overseas management through various means. The industry association's countermeasures are as follows. The first is strengthening the management supervision of the industry association. Second, it is a uniform industry standard and technical regulation. Third, it is to collect information on technology barriers and provide countermeasures. The purpose of the WTO TBT is to designate and establish technical regulations and standards to prevent the deception of human, animals and plants, life, environment, safety, and deception to improve the quality of life. It is intended for the positive aspects of development, but may be subjectively interpreted and used depending on the intentions of member countries. In order to ensure that technical regulations do not interfere with the export of companies, it is important to quickly identify and respond to trade technology barriers.
