무역금융산업 내에서 블록체인기술 활성화방안에 관한 연구

Abstract

4차 산업혁명 시대를 맞이해 기업들은 경쟁력 강화 및 혁신 도모를 위해 4차 산업혁명 기술들을 도입하고 있다. 그 중에서 블록체인기술은 인터넷 발달 이후 미래 산업의 핵심적 및 파괴적인 기술로 평가되어 4차 산업혁명의 핵심 기술 중 하나로서 산업 영역의 전반에 걸쳐 미래를 선도할 혁신적인 기술로 많은 주목을 받고 있다. 4차 산업시대를 맞이하고 있는 현대사회에서는 시대에 맞춰 각 산업분야별로 빠른 대비를 하여야 한다. 특히 블록체인의 기술개념을 정확하게 인식하고 살펴봄으로 인해 금융시장의 변화에 적극 대응할 수 있어야 한다. 블록체인 기술은 기존의 비즈니스 패러다임에 변혁을 주도하는 중요한 기술로서 주목을 받고 있으며, 신뢰중개자가 없어도 거래가 가능하다는 점에서 산업 전반에 상당한 파급력이 있는 기술일 뿐 아니라 우리 삶의 곳곳에 자연스럽게 도입될 것으로 예상된다. 본 연구에서는 무역금융산업 내에서 블록체인기술 활성화를 위해 국가별 금융산업 내에서 블록체인기술의 금융시장 적용 및 규제 현황에 대한 자료를 조사 및 비교하여 문제점 파악과 함께 활성화 방안 도출을 하였다. 무역금융산업 내에서 블록체인기술의 금융시장 적용 및 규제 현황을 살펴 본 결과 블록체인 기술 도입의 한계로는 다음과 같은 관리적, 법․제도적, 기술적 측면의 문제점이 있었다. 먼저 관리적 측면의 문제점은 다음과 같다. 첫째, 전문 인력의 부족이다. 둘째, 비용에 대한 부담이다. 셋째, 이해관계의 충돌이다. 법․제도적 측면의 문제점은 다음과 같다. 첫째, 스마트 계약의 법적 효력이다. 둘째, 암호화폐의 모호한 법적 분류이다. 셋째, 개인정보보호 문제이다. 넷째, 법규상 근거 및 책임에 대한 사항의 규제이다. 기술적 측면의 문제점은 다음과 같다. 첫째, 표준의 미비이다. 둘째, 시스템의 불안정성이다. 셋째, 결제의 불완전성이다. 넷째, 스마트계약의 문제이다. 다섯째, 시스템 상호간의 호환성 문제이다. 여섯째, 보안 위협문제이다. 이에 본고에서는 금융산업내에서 블록체인 기술의 활성화 방안으로 관리적, 법․제도적, 기술적 측면의 다음과 같은 제언을 하였다. 먼저 관리적 측면의 활성화 방안은 다음과 같다. 첫째, 생태계 조성 및 국제협력 지원이다. 둘째, 책임소재 투명화이다. 셋째, 정부 서비스 혁신이다. 넷째, 금융당국 및 기업의 대응이다. 법․제도적 측면의 활성화 방안은 다음과 같다. 첫째, 표준화 문제 검토이다. 둘째, 법·제도적 문제 검토이다. 기술적 측면의 활성화 방안은 다음과 같다. 첫째, 기술개발 지원이다. 둘째, 스타트업 지원 및 기술 제휴이다. 블록체인 기술은 긍정적인 전망과 함께 빠르게 확산되고는 있으나 블록체인 네트워크가 실제의 비즈니스에 적용되기까지는 아직은 많은 한계가 따른다. 하지만 블록체인 기술은 향후 기업의 경영환경을 변화시킬 수 있는 영향력 있는 혁신 기술분야 임에는 틀림이 없다. 본 연구를 통해 국가별 금융산업 내에서 블록체인기술의 적용 및 규제 현황에 대하여 재조명한 뒤 금융산업 내에서 블록체인기술의 적용 및 규제의 문제점 및 혼란을 신속하게 정비하는 계기가 되길 바란다.|In the era of the 4th Industrial Revolution, companies are introducing the 4th Industrial Revolution technologies to strengthen their competitiveness and promote innovation. Among them, blockchain technology has been evaluated as the core and destructive technology of future industries after the development of the Internet. Blockchain is attracting a lot of attention as an innovative technology that will lead the future throughout the industrial sector as one of the core technologies of the 4th Industrial Revolution. In the modern society facing the 4th industrial age, it is necessary to prepare quickly for each industrial field according to the times. In particular, it must be able to actively respond to changes in the financial market by accurately recognizing and examining the technology concept of blockchain. Blockchain technology is not only a technology that has a significant impact on the entire industry in that it can be traded without a trust broker, and it is expected to be introduced naturally throughout our lives. In this study, in order to revitalize blockchain technology within the trade finance industry, data on the application and regulation of the financial market of blockchain technology in the financial industry by country were investigated and compared to identify problems and to derive the revitalization plan. As a result of examining the application and regulation of blockchain technology in the trade finance industry, the limitations of the introduction of blockchain technology include the following administrative, legal, institutional and technical aspects. The management problems are as follows. First, there is a shortage of skilled workers. Second, the burden on costs. Third is a conflict of interest. The legal and institutional issues are as follows. First is the legal effect of smart contracts. Second is the ambiguous legal classification of cryptocurrencies. Third, privacy issues. Fourth, the regulation of matters on grounds and responsibilities under the law. The technical problem is as follows. First is the lack of standards. Second is the instability of the system. Third, incomplete payment. Fourth, smart contracts are a problem. Fifth, there is a compatibility problem between systems. Sixth, security threats. In this paper, I proposed the following suggestions in terms of management, legal, institutional, and technical aspects to activate blockchain technology in the financial industry. The management measures are as follows. First, ecosystem creation and international cooperation support. Second, transparency in responsibility. Third, government service innovation. Fourth, response of financial authorities and companies. The legal and institutional aspects are as follows. First is the review of standardization issues. Second is the review of legal and institutional issues. The technical aspects of activation are as follows. First, support for technology development. Second is startup support and technology alliances. Blockchain technology is rapidly spreading with a positive outlook, but there are still many limitations until the blockchain network is applied to the actual business. However, blockchain technology is an influential innovation technology that can change the business environment of a company in the future.
