인공지능산업에 관한 주요국의 현황 및 발전방향에 관한 연구

Abstract

The 4th Industrial Revolution was selected as the theme of the World Economic Forum held in Davos, Switzerland. Since then, global interest has been growing, and with the rapid response of companies and governments around the world. The core technology of the Fourth Industrial Revolution is expected to have a great influence on the innovation and progress of mankind including the creation of new value through the fusion or expansion with other industries. The development of the 4th Industrial Revolution Technology and the convergence capacity between industry and technology will be the key to the determination of national competitiveness. Therefore, we are actively investing and striving to secure the competitiveness of the 4th Industrial Revolution Technology and to preoccupy the market. Various countries around the world have begun to discuss prospects for changes in the future society. In order to lead the future society, they are maximizing the strengths of their own countries and developing strategies and policies for the development of the 4th Industrial Revolution in different ways. However, Korea still lacks consensus on strategy and policy, and there is insufficient technology level, specialized company, and professional manpower compared with advanced countries. Currently, the Korean government strives to become a leading country in the creation and innovation of new jobs and new industries through the 4th Industrial Revolution. Therefore, we compared the strategies and policies of the artificial intelligence industry in major countries to identify problem areas and ways to activate them. The problems of the artificial intelligence industry are as follows. First, it is a negative view of artificial intelligence. Second, it is the decline of jobs. Third, the lack of policy support and legal system. Fourth, personal information leakage is a concern. Fifth, the lack of experts in the field of the fourth industrial revolution. Sixth, it is a threat of military and international security. The following are the ways to activate the artificial intelligence industry. First, it is the promotion of new industry selection and upbringing strategy. Second, improvement of legal systems and regulations. Third, it is seeking strategies to secure leadership in the global industry. Fourth, it is governmental policy support. Fifth, specialization through expert training and manpower. Sixth, measures against personal information security due to ICT convergence industry. Seventh, the construction of strong cyber security. Eighth, it is international cooperation of innovative entrepreneurial ecosystem. In the long term, Korea should establish policies for promising technologies in the future, actively invest in building cooperative networks and infrastructure, and creative human resources development to promote convergence technology development.|스위스 다보스에서 개최된 세계경제포럼의 주제로 4차 산업혁명이 선정된 이후 전 세계적인 관심의 증대와 더불어 각국의 기업 및 정부의 대응으로 빠르게 발전하고 있다. 4차 산업혁명의 핵심 기술은 타산업과의 융합 또는 확대를 통해 끊임없이 새로운 가치를 창출을 비롯하여 인류의 혁신 및 진보에 많은 영향을 미칠 것으로 예상된다. 4차 산업혁명 기술에 대한 개발과 산업 및 기술간의 융합 역량은 국가 경쟁력 결정에 핵심이 될 것이므로 현재 전 세계에서는 4차 산업혁명 기술 경쟁력 확보 및 시장 선점을 위해 적극적으로 투자 및 노력하고 있다. 세계 각국에서는 미래 사회의 변화에 대한 전망들에 대하여 논의하기 시작하였고, 미국, 유럽, 일본, 중국 등은 미래 사회를 주도하기 위하여 자국의 강점을 극대화하여 각기 다른 방식으로 4차 산업혁명 발전에 관한 전략과 정책을 전개하고 있지만, 한국은 아직 그에 따른 전략 및 정책에 대한 논의 및 공감대가 부족한 실정이며, 기술수준, 전문 기업, 전문인력 확보 역시 선진국과 대비하여 미흡한 실정이다. 현재 한국 정부에서는 4차 산업혁명을 통해서 새로운 일자리와 새로운 산업이 창출될 수 있는 창업·혁신 선도국가가 되기 위하여 노력하고 있다. 따라서 주요국에서 추진하고 있는 인공지능산업에 대한 전략 및 정책 현황을 비교하여 문제점 파악과 활성화 방안을 도출하였다. 먼저 인공지능산업의 문제점은 다음과 같다. 첫째, 인공지능의 부정적 전망이다. 둘째, 일자리 감소의 여부이다. 셋째, 정책적 지원과 법적제도의 미비이다. 넷째, 개인정보 유출 우려이다. 다섯째, 4차 산업혁명 분야의 전문가 부족이다. 여섯째, 군사 및 국제안보의 위협이다. 이에 따른 인공지능산업의 활성화방안은 다음과 같다. 첫째, 신산업 선정 및 육성전략의 추진이다. 둘째, 법적제도 및 규제의 개선이다. 셋째, 글로벌 산업의 주도권 확보 전략의 모색이다. 넷째, 정부의 정책적 지원이다. 다섯째, 전문가 양성 및 인력 확보를 통한 전문화이다. 여섯째, ICT 융합산업으로 인한 개인정보 보안의 대책이다. 일곱째, 강력한 사이버 보안의 구축이다. 여덟째, 혁신창업 생태계의 국제화 협력이다. 한국은 장기적인 관점으로 미래 유망기술에 대한 정책 수립과 함께 연구기관, 의료기관, 기업, 대학 등과 협력 네트워크 및 인프라 구축, 창의적인 인력개발에 적극적으로 투자하여 융합기술 개발을 촉진시켜야 할 것이다.
