Multiethnic, multiracial, and multicultural society created by internationalization causes conflicts in societies. It requires societies to recognize and understand different cultural groups. International society has been discussing this issue to solve the conflicts. In accordance with that, South Korea signed UNESCO’s 「Convention on the Protection and Promotion of the Diversity of Cultural Expression」 in 2010. Cultural variety is considered significant based on the policies of the government. Officially, Ministry of Culture, Sports and Tourism is charged of institutional and systemic legislation of policies. “RainbowBridge Project”, “Cultural Art Education Program”, “Cultural and Health Program for Disabled”, and “Independent Film and Music Program” are currently in progress. Among various programs, “Cultural Art Education Program” confirms its significant status for development of cultural variety.“Cultural Art Education Program” provides opportunities to develop creativity and sentimentality of individuals, and promotes human ability such as communication or socialization. In fact, the proportion of “Cultural Art Education Program” among the studies about cultural diversity is high. However, most of the studies of “Cultural Art Education Program” are “Cultural Art Education Program” in schools, “Cultural Art Education Program” in society was insufficient. Education of cultural diversity is a life long process.
Thus, “Cultural Art Education Program” in society is important as well.
This paper was designed based on the need of “Cultural Art Education Program” in society, and programs for that to improve individuals’ level of cultural acceptance. Accordingly, as one of the representative programs in the country, “Rainbowbridge Project” was designed to help individuals for their cultural art activities. Through studies about “Rainbowbridge Project”, it suggests “Cultural Art Education Program” for the development of cultural diversity.
Firstly, four institutions that have participated in “Rainbowbridge Project” were selected based on their programs. The four institutions are Gwangju Cultural Foundation, Busan Cultural Foundation, Bucheon Cultural Foundation, Cheonam Cultural Art Foundation. This study selects five factors that are considered important to promote cultural diversity and three conditions that are required for social and cultural art education. Among the candidate programs, eight programs were selected in accordance with representation of the conditions. The eight programs are distributed in five categories. The fives are 1. Subjective cultural activity programs, 2. Communication based on mutual recognition and respect, 3. Creativity Development Program with Cultural diversity, 4. Instruction for recognition of Cultural diversity program, and 5. Integrative education program. Currently, programs for generations and class are sufficiently prepared, but programs for social minority groups such as disabled, North Korean refugees, and homosexuals are insufficient. Also, popular cultural art, community cultural art, and multinational cultural art are presented in the programs, but independent cultural art and diversified cultural art are difficult to be found. Lastly, based on the organization of cultural art education activity and area, instructing method includes creation work, impression, expression and experience, study, and play. The significance of this study lies on analysis how actually cultural art education programs has been applied to develop cultural diversity, reconfirm the value of it, and suggest actual programs for the development.
