Abstract
The purpose of current research is to examine possible improvements regarding lifeguard’s education, management system and capability improvement of water safety personnel. Nowadays, more people of our country are eager to travel freely and experience leisure activities as future life values have been changed due to an increment in national income and the five-day workweek system. Units of family enjoying leisure activities are increasing, especially during holidays and weekends, and through school trip, club activities and field studies more group of people are beginning to participate in experiencing leisure activities. As a result, the importance of lifeguards existence and the knowledge of aquatic security are being emphasized. However, we are still struggling against multiple accident occurred from leisure activities and in fact, the possibility of its occurrence is still increasing. Therefore, it is essential to establish strong management system of human resources for aquatic security.
A preceding research regarding analysis of lifeguard’s education, operating system of developed nations and international leisure athletic tournaments is used to obtain a method to improve our aquatic security by earning professional view from expertise, reestablishing questionnaire using Delphi method, and constructing a survey from current lifeguards and life-saving instructors. A survey was taken by a group of male of age, mainly from 20’s to 30’s, who holds certificate of life-saving, and many of them were working voluntarily. Descriptive statistics of lifeguards fact-revealing shows that the difficulty of employment and fulfillment of the job was positive highly rated and the purchase and maintenance of equipment were moderately rated. Regarding the aspect of the system, the propriety of the lifeguard education program was rated moderate, and most people agreed on lowering the age limit of qualification and voted ‘extremely agreed’ regarding specializing aquatic environmental education. According to the survey, people showed a high sense of responsibility and fulfillment but their effort to increase their ability was below average, meaning that people tends not to train further once they received their certificates. Moreover, most people agreed on the needs of opening lifeguard competition. As a result, the survey indicates that people’s desire to enjoy travel, leisure and recreation culture emphasize the importance of the safety. Therefore, to acquire successful management system of human resource of aquatic security, we should subdivide aquatic environment to develop life-saving program, respectively, obtaining and improving its ability through developing life-saving sports activities.
