Abstract
This study aimed to empirically analyse the relationship between variables under the assumption that reliability, norms, and networks as components of social capital would affect job satisfaction and organizational commitment which are components of empowerment and organizational effectiveness, and the mediation role of empowerment in the relationship between social capital and organizational effectiveness. The subjects of this study were public servants in local government offices.
To achieve these purposes, this study discussed the theoretical background based on previous studies, set up an analysis model and analysed the assumption using a questionnaire.
With regards to the empirical analysis, questions with a five-point scale were made for each variable and were given to the subjects.
The subjects for the questionnaire was selected from public servants working at five self-governing district offices in Gwangju metropolitan city. For data collection, the author visited each district office and directly presented copies of the questionnaire to the subjects or collected the responses by mail. The period for collecting the questionnaire was from August 13 to 29, 2014. For data analysis, the questionnaire was encoded and SPSS Statistics 20 for Windows was used. A frequency test, a reliability and validity test, factor analysis, correlation analysis, a t-test, an ANOVA, a multi-regression analysis, and a hierarchical regression were performed to analyse the results.
The results of the empirical analysis are presented as follows:
First, as a result of analysing the assumptions on the relationship between social capital and empowerment, it was discovered that social capital had a significant effect on empowerment. Second, as a result of analysing the assumption on the relationship between empowerment and organizational effectiveness, it was discovered that empowerment had a significant effect on organizational effectiveness. Third, in analysing the assumption on the relationship between social capital and organizational effectiveness, it was found that social capital had a significant effect on organizational effectiveness. Fourth, in analysing the assumption on the mediation effect of empowerment in the relationship between social capital and organizational effectiveness, it was found that significance and capability as components of empowerment had mediation effects.
Based on the results of the empirical analysis, the following theoretical suggestions are presented: First, previous studies on social capital analysed only the segmental relationship between variables, but this study analysed the structural relationship between variables in the relationship between social capital, empowerment and organizational effectiveness and presented a theoretical base for further studies on social capital. Second, this study is meaningful in that it analysed the mediation effect of empowerment under the condition that there were only a few studies done on the mediation effects of empowerment involving the effects of social capital on organizational effectiveness.
This study presented the following political suggestions: First, in the public sector, the importance of social capital was suggested. To enhance organizational effectiveness according to the formation of social capital in organizations, authorization for more empowerment should be expanded and participation in organizations should be activated. To generate social capital in organizations, strategies to activate networks should be sought out and the importance of social capital should be emphasized for changes in the organizational culture where social capital can be created.
