Analysis of the Distribution System of Korean Art Works and Its Reforming Plan

For healthy distribution in art markets and better management in those circles, the cultural, economic characteristics, and current status of distribution should be accurately determined. Also problems in the distribution systems according to the period should be carefully analysed.
This study analysed the cultural value of artistic works as consumer goods and their diverse characteristics, as well as how their characteristics work in the art markets to understand the characteristics of art markets. The aim is to develop an active and stable art market distribution system. In this culture and economy-oriented age, we need to study the responses of consumers for quality artistic works and their profits as an investment. Factors needed for deciding reasonable prices should be analysed to dispense with the unreasonable double price system used in past art markets, and methods for predicting changes and prices in art markets should be developed. This is expected to contribute to better satisfaction of the public in this cultural area. In particular, the Hedonic Price Model was introduced to predict the price model for artistic works, identify pricing determinants, and obtain price indexes at large painting markets.
This study presumed the sizes of art markets and their main areas, investigated artists as distributors, galleries as agents, collectors as consumers, and governmental policy as the market environment as well as conducting careful research on the structure and status of the major distribution areas such as galleries, auctions, and art fairs. As a result, to resolve structural problems art markets have, the following strategies are needed:
First, from the production aspect of artistic works, the creative activities of artists, purchase opportunities, and good education and training opportunities should be encouraged. From the distribution aspect, galleries should have a reasonable organized management system to achieve reliability from artists and consumers, form fair pricing, prevent forgery, and provide abundant information and organized services by securing experts in this area. Experts in art markets should have extensive and intensive knowledge on art in general and be qualified as managers. Experts who have extensive information on the economy, institutions, and politics should be responsible for planning, management, judgement, restoration, and conservation in the art market. Finally, from the consumption aspect, to overcome the limitation that collectors of works of art are confined to the upper class and collection has not taken root in the middle class, the cultural policy of the government should support this.
Second, in this age of culture where culture works as vitality in our society, it should be recognized that cultural works have an economic factor and drastic investment should be made in art and culture under the same concept as investment in indirect social capital. Under the current condition of a higher national income, the need for cultural satisfaction, and living quality have been considered as major issues in governmental policy, the government should be responsible for diverse guidance, policies and support for popularizing art.
Therefore, from a macro viewpoint, this study suggests improvement in government policies, countermeasures against dual trading, the preservation and reproduction of works of art, and insurance systems.
Third, the awareness of the public on works of art should be changed. Although contemporary art respects the general public as art consumers and pursues public art as popular art, our awareness level of this is very low.
To encourage art markets, diverse exhibition facilities should be expanded to provide more viewing opportunities for people and training should be provided for them to have a higher appreciation of works of art. by establishing long-term plans, increasing education to encourage awareness, and opportunities to appreciate works of art should be provided.
The characteristics of art markets should be analysed and the distribution systems should be improved. The cultural and economic values of works of art in the process of creating, distributing and consuming works of art should be exactly understood and the sizes of the market should be identified. In consideration of anomalies in works of art, price models and indexes to objectively judge their prices should be developed.
Also, the structures for creation, distribution and consumption should be improved through investigation and analysis of the main distribution areas in works of art, and transparent and stable art markets should be established so that works of art can have stability and liquidity having economic value as well as being objects for cultural consumption.
