Unlike to previous generation of information oriented society, We live in knowledge oriented society where informations are processed, treated and circulating, being the core of social and economic basis. In a transition to knowledge oriented society, we are going through unexpected reverse functions of internet caused by information floods. Especially for adolescents who are exposed to dangers of internet with no protection, information communication ethical education is increasingly becoming necessary. According to the 7th educational amendment that recently has been adopted by the ministry of education science and technology, schools conduct ethical education on information communication. However, these educations have not been efficient due to lack of specialized teachers and unfrequent trials. The rise of importance of information communication ethical education for adolescents requests policies that can improve current situation. In this context, The development of educational contents that provides online ethical education to adolescent is on process. Internet oriented education contents is not only limited by time and place, but also enables student to do self-motivated study. In addition, it is not unilateral education in which teachers only give lectures but require student to seek for information so they can interact with teachers.
Therefore, in this treaties, we are going to observe the basic concept and principle of information communication ethnical education, educational contents and how to do self-motivated study to reveal the necessity of implementing educational contents. This course of education is compared and analyzed to preceding studies on which online educational contents are established.
