Lifelong education in knowledge-based society is a link of educational innovation conquering the restriction of time and space; and it can solve the problems, such as an effective accommodation and creation. In our country, a foundation of lifelong education was prepared by establishing and by proclaiming lifelong education law in August. 1999
the Knowledge-Based Society comes over and the variable requisition of society participation including the women's adoption of profession has been increasing because of the enlargement of unreliability in the Labor Market. Besides, since the working system of many enterprises has changed into the five days work, there has been increasing the necessities of the continuing education and the enlargement of leisure time.
To achieve this purpose of study, the results of this study are as follows through various methods such as a study paper, literature research, depth interview, practical use of internet, case study of foreign advanced countries and so on.
First, as a result of examining of the administration program according to each self-government body, it reveals that their creative efforts for the activation of the continuing education are not enough because of managing the program which un-inform and over lapped for the learner of same class.
Accordingly, we should prevent the waste of education resources for the duplicate managing of same program and seek for the specialization and the variety of education program in order to ensure the competitive power relating the continuing education according to each self-government body. It is necessary to specialize the education program and the education subjects as the plan for these things. Also, it calls for developing the new professional program appropriate to the circumstances of the continuing education that is changing rapidly.
As well, it needs to examine the variety of the education management system, such as an evening school system, an weekend school system and long distance , in order to enlarge the opportunity of the local continuing education and so on.
Second, the continuing learning doesn't get accomplished through only one facilities. So, it should be made progress in various facilities by taking over a portion of a work.
Third, as a result of analyzing the administration of the lifelong education facilities, most facilities are managed individually and almost have no the use of resources. Also, we could know the ineffectiveness of the administration through the duplicate investment and the problem that there is no the connection among the local continuing education facilities.
Forth, while the university-offered lifelong education in Korea is growing quantitatively, its quality is not satisfactory yet. the university-offered lifelong education of Korea is quite unsatisfactory in both the aspects of quantity and quality. The proportion of 4-year university-offered lifelong education centers to total higher institution-offered lifelong education center is even decreasing in Korea. The university-offered lifelong education, therefore, must meet to both the educational demands in the economic and non-economic aspects by offering diverse courses with high quality for degree-seekers to hobby-learners.
Fifth, in order to increase the quality of the lifelong education program, we should regularly invest and analyze the learner's desires of education, and develop the program to satisfy their wants, and do our best in managing the quality of program through the systematic evaluation system. Also, the lifelong education related professionals should acknowledge the necessity of regular education so as to extend the speciality of workers charging the continuing education.
Sixth, as a result of examining the examples related to the lifelong education in the major foreign advanced countries, we know the facts that it will be successful when the continuing education of the local community walks abreast with the common acknowledge concerning the continuing learning of local residents, the taking the initiative of the local community, the principle of variety and network according to each field, especially the active operation down to up and so on.
In contents and management of the law of lifelong education, the provisions restricting the freedom of learning activities must be deleted decisively in the related law of lifelong education; as some people having a learning ability do not receive education because of the restrictions of time and space, lifelong education facilities must be established and governed into the regional center.
In the complicating and the rapidly changing knowledge-based community, the realization of lifelong education is very important problem to be solved. Specially, In the national dimension, the legislative complements, lifelong learners, related researchers, related associations, Policy makers etc. complements are urgentry required by information society through the internet, and more positive actions are required to build the actual lifelong education system.
