도시재생사업에 있어서 문화경관의 보존과 활용 연구 : ｢경관법｣과 문화영향평가를 중심으로

Abstract

문화경관은 유네스코 세계유산위원회가 1992년에 ‘세계유산 문화경관’ 개념을 채택하면서 세계적 관심의 대상이 되었고 이후 많은 나라․지역이 법령이나 협약을 통해 문화경관을 보호하려 하고 있는데, 우리나라는 그러한 수준으로 문화경관의 보존․활용을 하지 못하고 있는 실정이다. 이러한 상황에서 도시재생사업은 문화경관을 훼손하거나 사라지게 할 수도 있고 그에 대한 관심을 불러일으키고 예산을 투입하게 할 수 있다는 점에서 그 보존과 활용에 위기이자 기회가 될 수 있다. 따라서 본고에서는 2016년과 2017년에 우리나라에서 이루어진 도시재생사업에 대한 문화영향평가를 통해 문화경관의 인식․보존․활용 현황을 분석하고, 도시재생사업을 수행할 때 이 경관을 보존․활용하는 방안에 대해 고찰하였다. 그 결과 우리나라의 문화경관 인식․보존․활용은 매우 미흡하며, 그 보존․활용을 위해서는 「경관법」 등 관련 법령에 문화경관 개념 도입․확대가 필요하고, 문화영향평가에서 부정적 영향에 대한 평가, 사전 평가, 정책대안 제시에 주력해야 한다고 결론지을 수 있었다.

The cultural landscape has been of global interest since the UNESCO World Heritage Committee adopted the concept of ‘World Heritage Cultural Landscape’ in 1992 and many countries and regions are trying to protect it through laws and conventions. However, Korea is not able to preserve and utilize that landscape at such a level. In this situation, urban regeneration project can be both a crisis and an opportunity to preserve and utilize such landscape because the project can damage it and make it disappear, or bring attention and budget to it. Therefore, this study analyzes the recognition, preservation and utilization status of cultural landscape through the cultural impact assessment of urban regeneration projects in Korea in 2016 and 2017 and considers the ways to preserve and utilize that landscape when conducting urban renewal projects. As a result, it was concluded that the recognition, preservation and utilization of cultural landscape in Korea is very insufficient, it is necessary to introduce and expand its concept in relevant laws such as ‘Landscape Law’ for its preservation and utilization, and cultural impact assessment should focus on assessment of negative impact, pre-evaluation and suggestion of policy alternatives.
